CALL TO ORDER
Vice Mayor Campbell called the Work Session to order at 5:00 p.m.

FY2025 STRATEGIC PLAN BULLARD WASH TRAIL PLAN
David Seid, Interim Parks and Recreation Director, presented on the City’s Strategic Plan action item to evaluate the phasing of the Bullard Wash Trail Plan. He provided an overview of the project’s history, phasing opportunities, and the project schedule. Mr. Seid explained that the current phase—from McDowell Road to the Ballpark—is in the design stage, with construction anticipated in FY2027 and an estimated project budget of $32 million. He noted that future phases will extend the trail from the Ballpark to Estrella Mountain Regional Park and that the current phase is expected to open in Summer 2028.
City Manager Wynette Reed clarified that project funding is supported by recently approved bond election.
Council expressed support for the trail and emphasized the importance of incorporating desert landscaping, trees, and benches. Council also discussed promoting the bench recognition program.
In response to Council inquiry, Mr. Seid stated that the city will coordinate with the railroad to discuss options for a safe pedestrian crossing in future phases.

FY2025 STRATEGIC PLAN CITY VISION, MISSION, AND PURPOSE STATEMENTS
Jenna Goad, Strategic Planning & Organizational Performance Manager, presented the proposed revisions to the city's vision, mission, and purpose statements and requested Council direction.
Council discussed stylistic changes, including avoiding beginning sentences with the word "with", and suggested rewording the vision statement to include language supporting healthy lifestyle options.
Ms. Goad explained that the next steps include incorporating the revised statements into the Strategic Plan for the Council to review during the Fall Retreat.

FY2025 STRATEGIC PLAN VOLUNTEER PROGRAM OVERVIEW
Vicki Lackey, Deputy Director of Human Resources, presented an update on expanding the city’s volunteer program based on best practices. She shared a video highlighting Goodyear volunteers and outlined program benefits, including extending services without added costs, promoting civic engagement and continuing to recognize volunteers. Ms. Lackey highlighted participation at various volunteer events and reviewed best practices such as program design, outreach, strategic partnerships, and clear onboarding processes. She added that enhancements planned for FY2026 include expanding the volunteer committee, leveraging technology, developing a recruitment plan, finalizing guidelines, and diversifying recognition. She also noted future goals to increase volunteer roles, department participation, orientation, and employee volunteer incentives.
Council discussed current volunteer opportunities, expressed appreciation for volunteers citywide, and expressed support for the structure and guidelines for the volunteer program.
