Mayor Pizzillo called the Work Session to order at 5:00 p.m.

BILLBOARDS (OFF-PREMISE ADVERTISING)
Katie Wilken, Development Services Director, introduced advertising on Billboards, and the city's current regulations of not being permitted in the city, and introduced Christian Williams, Planning Manager, who presented on the item.
Mr. Williams provided an overview of on-premise signage, freeway pylons, and digital marquees, and explained that billboards are off-premise advertisements not regulated by the city. He noted limited control over billboard messaging due to federal guidelines and shared how other valley cities approach billboard regulations. Ms. Wilken reviewed the pros and cons of allowing digital billboards and summarized recent requests.
Council supported keeping existing regulations but expressed interest in potential branding opportunities at Camelback Road and Loop 303.
Roric Massey, City Attorney, and Jared Askelson, Finance Director, clarified license agreements and revenue allocation for the city’s two existing digital marquees.

ENGINEERING DESIGN STANDARDS AND POLICIES MANUAL 2025 UPDATES
Katie Wilken, Development Services Director, introduced the 2025 update to the Engineering Design Standards and Policy Manual (EDS & PM) and introduced Marty Crossland, Deputy Director of Development Engineering, to present the update.
Mr. Crossland explained the manual (EDS&PM) was last revised in 2017, and supplements MAG standards and outlines requirements for public and private infrastructure. He summarized updates to sections on roads, water, wastewater, parks, and drainage, and noted improvements for clarity, flexibility, and modernization. He mentioned the review began in November 2023 and included stakeholder feedback, internal and external reviews, and changes such as utility placement and material references. He added the updated manual will be presented for Council adoption on August 25, 2025, and reviewed every five years.
In response to Council inquiry, Ms. Wilken confirmed that Council will be provided updates on building and zoning code updates. She noted signage falls under zoning and updates are in progress, and Council will have an opportunity to provide input.
