Mayor Pizzillo called the Work Session to order at 5:00 p.m.

INVITATION TO JOIN THE MARICOPA HOME CONSORTIUM
Rachel Garcia, Deputy City Manager, introduced the item as it aligns with the city's strategic plan on housing diversity and introduced Christina Panaitescu, Community Partnerships Program Manager.
Ms. Panaitescu provided a presentation on the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program, which would allow the city to access funding for affordable housing projects as early as Fiscal Year (FY) 2027. She reviewed the invitation terms, including a three-year agreement, participation in consortium meetings, fiscal responsibility for a prorated HOME allocation of approximately $100,000, and identification of a 25 percent non-federal match estimated at $25,000, which may be fulfilled by a third party.
In response to Council inquiry, Ms. Panaitescu discussed staffing resources needed to implement the program and that all spending must meet eligibility and income requirements. She added that the city will handle applicant screening and distribution of funds, either directly or by working with an outside provider. She also explained that each member’s annual HOME allocation is determined by the pre-established consortium formula, which distributes the total HOME grant among members in proportion to locally measured affordable housing need.
