CALL TO ORDER
Chair Campbell called the City Council Subcommittee: Boards, Commissions and Committees meeting to order at 2:33 p.m.

BUSINESS
 
1.
APPROVAL OF MINUTES
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to APPROVE the draft minutes of the City Council Subcommittee: Boards, Commissions and Committee Appointments on February 19, 2025. The motion carried as follows:

AYE:
Chair Wally Campbell, Boardmember Benita Beckles, Boardmember Trey Terry

Passed - Unanimously

 
2.
Review applications, conduct interviews and discuss appointments to the Judicial Advisory Committee.
The Subcommittee reviewed applications and conducted interviews for the Judicial Advisory Committee. 

Lyman Locket, Human Resources Director, provided an overview of the Judicial Advisory Committee's responsibilities and duties.
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to RECOMMEND the appointment of Mitchell Mankosa to the Judicial Advisory Committee. The motion carried as follows:

Passed - Unanimously

 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to RECOMMEND the appointment of Sheri Lauritano to the Judicial Advisory Committee for the attorney position. The motion carried as follows:

Passed - Unanimously

The Subcommittee discussed tabling the judge appointment to a future meeting. 
 
3.
Review, Discuss, Possible Action on Judicial Advisory Committee Bylaws.
The Subcommittee discussed the current terms and term limits for the Judicial Advisory Committee (JAC). Mr. Locket explained that the committee typically convenes every other year to review the Judge’s performance, and extending the term would allow members to participate in the review process more than once.
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to RECOMMEND that the terms for Judicial Advisory Committee members be extended from two years to four years. The motion carried as follows:

4.
Review, Discuss, Possible Action on Youth Commission Bylaws.
The Subcommittee discussed Youth Commission membership and term limits, including the possibility of changing terms from two years to one year. The Subcommittee also discussed implementing a cap on the number of commissioners, evaluating staffing and budget needs for the commission, and reviewed the interview process.
 
5.
Review and discuss upcoming vacancies.
The Subcommittee briefly reviewed upcoming vacancies, including a citizen member position on the Judicial Advisory Committee and vacancies on the Citizen Water Advisory Committee expected later this year.

NEXT MEETING

The next meeting of the Council Subcommittee: Boards, Commissions and Committees is tentatively scheduled for May 7, 2025, at 3:00 p.m. in La Jolla Vista Conference Room.

There being no further business to discuss, Chair Campbell adjourned the meeting at 3:48 p.m.
