PRESENTATION OF STORMWATER OPERATIONS FOR UTILITY RATE STUDY BY WATER SERVICES STAFF
Barbara Chappell, Water Services Director, provided an overview of the Stormwater Program which is designed to reduce the discharge of pollutants to the maximum extent practicable to protect water quality. Ms. Chappell explained that the current program is funded by the general fund and has been increased overtime, but there is still a need for additional funding as the program grows. Ms. Chappell discussed various options to alleviate the significant expense of operation and maintenance of the program, including a fully developed enterprise fund or a subsidized general fund. The various options will be included in the rate study model for further vetting by the committee.

Mr. Kurtz explained that the current annual budget provides for the collection and disposal of trash, recycling, bulk material and household hazardous waste. He noted that future service changes and growing community needs may require adjustments to the budget, including a potential increase in rates which will be further vetted by this committee.
