PRESENTATION OF UTILITY RATE STUDY BY FINANCE DEPARTMENT
Ryan Bittle, Finance Manager, presented the preliminary rate model designed to project the future utility rate structure over a 10-year planning horizon. The model incorporates a proposed 6.75% increase in water rates and a 5.50% increase in wastewater rates, addressing both operational requirements and capital improvement needs. It also includes an 8.0% increase in solid waste service rates. Additionally, the model explores the implementation of a dedicated funding source for stormwater services, which would be introduced through a phased-in rate structure. Based on these assumptions, the cumulative estimated monthly bill impact for customers in 2026 is projected at 7.3%. This preliminary model provides a critical foundation for informed decision-making, helping ensure the long-term financial sustainability of essential utility services while balancing the impacts on ratepayers.
