Committee Chair Sheri Lauritano called the Judicial Advisory Committee Meeting to order at 3:03 pm.

Boardmember Ginny Boyle stated she did not receive the calendar invitation for the Judicial Advisor Committee Meeting on September 9, 2025, resulting in her absence from that meeting.

REVIEW INTERVIEW MATERIALS
Vice Chairman Judge Craig Jennings inquired whether the charter requires recommendation for reappointment be written. Human Resources Director Lyman Locket responded that it could be either written or verbal. Chairman Sheri Lauritano stated she would be willing to deliver a verbal recommendation during the next City Council Executive Session.
The committee reviewed the eight interview questions. Boardmember Ginny Boyle confirmed she was able to review the evaluation materials that were discussed during the September 9, 2025, committee meeting. Ms. Lauritano suggested a rotational sequence of Boardmembers reading the questions aloud during the interview.

REAPPOINTMENT INTERVIEW WITH PRESIDING JUDGE DELGADO
The interview began at 3:36 p.m. Ms. Lauritano welcomed Presiding Judge Delgado and provided time for him to review the interview questions. The Committee asked Judge Delgado the reappointment interview questions.
Following the interview, the Committee discussed Judge Delgado's responses.
Mr. Locket outlined the next steps in finalizing the Committee's reappointment recommendation. Ms. Lauritano described Judge Delgado as approachable with a demeanor on the bench that reflects well on the City. Boardmember Judge John Burkeholder commented that Judge Delgado is likely the best fit for the City of Goodyear's needs. Ms. Boyle remarked that two years ago, Judge Delgado was clearly the best candidate, and she continues to hold that view today.
Boardmember Mitchell Mankosa stated Judge Delgado is articulate, compassionate, and strives to do what is right. Mr. Mankosa moved to recommend reappointment. Judge Jennings seconded the motion, which passed unanimously by voice vote.
Mr. Locket asked whether the Committee wished to prepare a written recommendation for reappointment. Ms. Lauritano confirmed that has been the Committee's standard practice in prior reappointments. Ms. Boyle volunteered to draft the reappointment recommendation letter. Ms. Lauritano requested a review of the full reappointment package, including the letter, before it is presented to Council.
Judge Jenning noted that Judge Delgado is scheduled to appear before Council on Monday, October 6, 2025, at 4:00 pm. Mr. Locket confirmed that date and time.
