Mayor Pizzillo called the Special Meeting to order at 3:35 p.m.

APPOINTMENT OF CITY COUNCIL SUBCOMMITTEE TO ASSIST WITH SELECTION OF EXECUTIVE RECRUITMENT FIRM FOR CITY MANAGER SEARCH
Lyman Locket, Human Resources Director, provided an overview of the process, noting that the City Manager has announced her intent to retire and that the City seeks to begin a formal recruitment process. He explained that staff recommends establishing a Council Subcommittee of three Councilmembers to assist with the initial phase, including selecting a recruitment firm and conducting an initial screening of applicants.
Council discussed the potential inclusion of a residency requirement and requested a review of the job description to ensure that experience working with labor unions is reflected. Council also expressed interest in involving public safety labor unions and business owners in the interview process, similar to the approach used during the 2017 City Manager recruitment.

MOTION BY Vice Mayor Wally Campbell, SECONDED BY Councilmember Laura Kaino to APPOINT Councilmembers Laura Kaino, Brannon Hampton and Trey Terry to a subcommittee that will assist with the selection of the executive recruitment firm that will conduct the City Manager recruitment process and conduct an initial screening of applicants. The motion carried as follows:
