FY2025 GOODYEAR MUNICIPAL COURT EXECUTIVE SUMMARY
Presiding Judge Manuel Delgado, provided an update on judicial branch activity for the Goodyear Municipal Court. He discussed court operations and initiatives, caseload trends, and areas of focus related to court services and growth. Crystal Whelan, Court Director, highlighted long-range staffing and operational planning to support court operations and the expansion of court programs. She also discussed facility and infrastructure considerations related to future needs.
Judge Delgado discussed efforts related to specialty court programs and court accessibility services.
Council discussed caseload growth, staffing, facility needs, and the potential use of technology to support court operations. Council also expressed support for mental health programs, and evaluating former City Hall for future expansion.

UPDATE ON ECONOMIC DEVELOPMENT OFFICE OF TOURISM
Wendy Bridges, Economic Development Director, presented an update on the Economic Development Office of Tourism. She discussed the establishment of the Office of Tourism, funding considerations, stakeholder coordination, and ongoing efforts to support tourism promotion and marketing.
Ms. Bridges provided an overview of industry engagement efforts and discussed market trends, challenges, and opportunities related to tourism and economic development. She also shared updates on tourism initiatives, branding and marketing efforts, and future planning considerations.
Council expressed support for the Office of Tourism and discussed strategies to promote tourism, amenities, and city events. Council also discussed the importance of evaluating performance measures and outcomes as part of the budget process.
In response to Council inquiry, Ms. Bridges provided clarification regarding tourism-related industry sectors, visitor services, and tracking methods used to monitor tourism activity.

CITY OF GOODYEAR POLICE DEPARTMENT FY2027-2031 STRATEGIC PLAN UPDATE
Brian Issitt, Chief of Police, presented an update on the Police Department's Fiscal Year (FY) 2027–2031 Strategic Plan as identified in the city's Strategic Plan. Chief Issitt addressed organizational priorities, planning efforts, and the use of data to support departmental decision-making.
Council expressed appreciation for the Police Department and discussed public safety priorities, staffing considerations, and employee wellness. Council emphasized the importance of maintaining effective service levels as the city continues to grow.
