Mayor Pizzillo called the Work Session to order at 5:00 p.m.

TRAFFIC OPERATIONS AND ROAD SAFETY ACTION PLAN (RSAP) UPDATE
Kini Knudson, Interim City Manager, introduced the Traffic Operations and Road Safety Action Plan update and introduced Steve Scinto, Director of Engineering, Katie Wilken, Director of Development Services, and Brian Issit, Chief of Police.
Mr. Scinto presented an update on traffic operations and roadway safety. He reviewed the city’s use of traffic cameras, traffic counts, and traffic signals, and explained that Goodyear’s signal system uses a combination of coordinated corridors and fully actuated intersections supported by camera detection, radar technology, and an expanding fiber network.
In response to Council inquiry, Mr. Scinto clarified that camera footage may be reviewed in connection with an accident. He also noted that the Pan-Tilt-Zoom (PTZ) camera footage may be made available to the public within the 14-day retention period. These cameras have been installed for more than 20 years and are part of the city’s engineering standards.
Sarah Chilton, Deputy City Attorney, spoke regarding the retention, city policy and state law require the videos to be retained for 14 days, but if needed for a longer period due to criminal investigations.
He also discussed factors affecting traffic management, such as population growth, land use changes, ongoing construction, I-10 and regional traffic impacts, and signal preemptions.
In response to Council inquiry, Mr. Scinto clarified that public safety preemption affects signal timing and may require additional time for the signal to return to normal operation. Chief Issitt explained how public safety personnel use the preemption system during emergency response.
Council discussed opportunities to reduce costs associated with traffic signal poles. In response, Mr. Scinto stated that the poles are part of the city’s engineering standards and that there is not a significant difference in cost. He also explained that developers pay impact fees as part of their share of development costs. Mr. Scinto further noted that modular poles have been added in some areas where appropriate.
In response to Council inquiry, Mr. Scinto stated that Traffic Operations works closely with Public Safety to address traffic impacts holistically, particularly during special events. Mr. Knudson clarified that planning for the Buc-ee’s grand opening has been underway and that signal timing adjustments can be made as needed. Mr. Scinto added that funding for design concept reports related to the Litchfield Road and I-10 interchange and the Bullard Avenue and I-10 interchange is included in the Capital Improvement Program budget request.
Chief Issitt provided an update on traffic enforcement efforts. He reviewed enforcement metrics and noted continued focus on roadway safety, speeding, and distracted driving.
In response to Council inquiry, Chief Issitt clarified that the city does not use photo radar. He explained that, in school areas, Public Safety provides enforcement as needed, including the use of unmarked vehicles. He also stated that the department communicates with and educates the community through social media and other outreach methods.
Katie Wilken, Director of Development Services, reviewed traffic control and an increase in permits, permitting processes for development, utility work, capital projects, and special events.
In response to Council inquiry, Mr. Knudson stated that the city’s Government Relations team and the Arizona Department of Transportation (ADOT) hold weekly meetings on ongoing projects and remain in regular communication regarding the Loop 303 expansion project to help ensure consistent messaging to the community.
Ms. Wilken continued to further explained notification requirements for planned closures and noted that arterial road closures require advance notice and are posted on the city’s traffic restrictions website and AZ511.
In response to an earlier Council inquiry, Mr. Knudson stated that the City Clerk’s Office has received five public records requests that fell outside the 14-day retention period.

He also shared an informational video on how residents may report concerns and provide feedback. Mr. Scinto noted that staff expect to return to Council later with proposed RSAP strategies and final adoption anticipated by the end of the calendar year.
