CALL TO ORDER
Mayor Pizzillo called the Work Session to order at 5:00 p.m.

FISCAL YEAR (FY) 2026 – 2028 STRATEGIC PLAN UPDATE - CULTURE JOURNEY
Lyman Locket, Human Resources Director, introduced the item and explained the importance of culture investment in employees to deliver better service to the community. He turned the presentation over to Vicki Lackey, Human Resources Deputy Director and Emily Hannani, Organizational Development Manager.
Ms. Lackey provided an update on the city's culture journey and highlighted the history of the intentional design and work in this area in alignment with the city's strategic plan. Ms. Hannani gave an overview of the various programs, which included new employee orientation and goodyear grows mentoring program, and discussed retention of employees and engagement strategies and tools used to retain and attract employees.
Ms. Lackey reviewed the annual Gallup Q12 Survey results and highlighted a positive increase in overall employee engagement. Mr. Locket concluded with a review on the importance of the investment in employee growth and retention.
In response to Council inquiry, Mr. Locket provided details of employee growth in the city since starting the survey, disengaged employee data, and using strength assessments to define employees' best work.
Brian Issitt, Chief of Police, responded to Council inquiry, explaining how the Police Department maintains its culture by elevating the mission and purpose of the department and assessing employee fit during the probationary period.
Council discussed survey results, the importance of city leadership and attracting and retaining a high performing workforce.
Council requested a survey overlay between the employee survey and the resident survey, by department, in the future.
