AUTHORIZE CONSENT ORDER WITH MARICOPA COUNTY ENVIRONMENTAL SERVICES DEPARTMENT
Barbara Chappell, Water Services Director, presented the item for authorization of a Consent Order agreement with Maricopa County Environmental Services Department. Ms. Chappell reviewed Total Trihalomethane (TTHM) levels and factors contributing to the increased levels, including source water quality, time, water age, and higher temperatures previously discussed at the Work Session on September 21, 2026. She continued to review the compliance requirements, the TTHM level exceedances that occurred at two of the eight locations, communication efforts for residents in the affected areas, and short- and long-term solutions. She concluded by providing information regarding coordination with the regulatory agency and the terms of the Consent Order agreement.
In response to Council inquiry, Ms. Chappell provided details on the TTHM levels, EPA regulations and the short-term solution.
Council discussed drinking water, public concerns, and the expectations of the granular activated carbon (GAC) vessels once implemented.
