GENERAL PLAN AND DEVELOPMENT TRENDS REPORT UPDATE
Christian Williams, Deputy Director of Development Services - Planning, presented an update on the calendar year 2025 Development Trends and General Plan Annual Report. He explained that the forthcoming report is being redesigned as a visual, story-driven tool to highlight General Plan implementation, development activity, growth trends, and progress within the city’s designated growth areas and areas of interest.

Mr. Williams reviewed population, employment, business, and commuting trends and discussed the city’s continued transition toward a more self-sustaining community. He also provided updated population and buildout projections and explained factors that influenced those estimates, including land use, development patterns, zoning changes, and demographics.

Mr. Williams discussed recent housing trends, including increases in both single-family and multi-family development, and explained how previously entitled projects were contributing to the current development cycle. He noted that future development was expected to continue providing a mix of housing, commercial, and employment opportunities as remaining areas of the city were rezoned and developed.

Mr. Williams highlighted development activity within the city’s strategic growth areas and described the development process from initial business recruitment and entitlement through plan review, permitting, inspections, and issuance of a certificate of occupancy. He concluded that the city’s development pipeline remained strong and positioned Goodyear for continued growth consistent with the 2035 General Plan.

Council discussed housing trends, development timelines, growth projections, and the balance of single-family and multi-family development. Mr. Williams explained that development timelines varied based on market conditions and that many multi-family units currently being constructed had been entitled years earlier.

Council also discussed growth areas, infrastructure planning, open space, and future land use.

Mr. Williams stated that growth remained generally consistent with the General Plan and that annual updates would be made available on the city’s website later this Fall.
