APPROVAL OF MINUTES
Approve the draft minutes from the City Council Subcommittee: City Manager Recruitment meeting on November 4, 2025.

MOTION BY Councilmember Trey Terry, SECONDED BY Councilmember Laura Kaino to APPROVE the draft minutes from the City Council Subcommittee: City Manager Recruitment meeting on November 4, 2025. The motion carried as follows:

Review and discuss proposals submitted by executive search firms and consider a recommendation to the City Council regarding the selection of a firm to conduct the City Manager recruitment.
Jacque Behrens, Procurement Manager, provided an overview of the process, noting that the city received fifteen responses to the Request for Quotation, two of which were deemed non-responsive. The Subcommittee reviewed the submissions and scored them according to the evaluation criteria established by the city. Based on the results, the Subcommittee discussed interviewing the top three firms at its next meeting, scheduled for December 8, 2025.
MOTION BY Councilmember Brannon Hampton, SECONDED BY Councilmember Trey Terry to INTERVIEW CPS HR Consulting, WBCP, Inc, and Slavin Management Consultants. The motion carried as follows:
