Councilmember Hampton called the meeting to order at 8:03 a.m.

Approval of Minutes
Approve the draft minutes from the City Council Subcommittee: City Manager Recruitment meeting on December 8, 2025.

MOTION BY Councilmember Brannon Hampton, SECONDED BY Councilmember Trey Terry to APPROVE the draft minutes from the City Council Subcommittee: City Manager Recruitment meeting on December 8, 2025. The motion carried as follows:

Review and discuss interviews held with short-listed firms on December 8, 2025; and possible action to recommend Award of Contract (continued from December 8, 2025).
Lyman Locket, Human Resources Director, reviewed the feedback received from reference calls with local jurisdictions.
Jacque Behrens, Procurement Manager, confirmed that there is no protest period due to the informal solicitation process.
The Subcommittee discussed the top three firms and expressed support for WBCP, Inc., noting its relevant experience, effective recruitment approach, strong professional reputation, and positive feedback from the City of Phoenix. Ms. Behrens concluded that the ranking placed WBCP, Inc. first.
Jasmine Pernicano, City Clerk, explained that the Subcommittee's recommendation will be placed on the December 15, 2025, Regular City Council meeting agenda for Council consideration.
