CALL TO ORDER
Vice Chairman Nancy Love called the meeting to order at 5:31 p.m.

Approve the draft minutes of the Arts and Culture Commission meeting held on November 18, 2025.
 

MOTION BY Commissioner Jerry Drake, SECONDED BY Commissioner Kyoko Iwasaka to APPROVE the draft minutes of the Arts & Culture Commission meeting held on November 18, 2025. The motion carried by the following vote:

WELCOME NEW COMMISSIONERS (NANCY LOVE, VICE CHAIRMAN)
Vice Chairman Nancy Love welcomed new Commissioners Steve Adler and Robert Coberly to the Commission. The Commission acknowledged their appointment, and brief introductions were shared. The Commission expressed appreciation for their willingness to serve and participate in the work of Arts & Culture.

NOMINATE AND APPOINT 2026 CHAIRMAN AND VICE CHAIRMAN (NANCY LOVE, VICE CHAIRMAN)
The Commission considered the nomination and appointment of the 2026 Chair and Vice Chair. Arts & Culture Coordinator Layne Ruiz provided a brief overview of the process. The commission discussed and provided candidate nominations. 
 

MOTION BY Commissioner Jerry Drake, SECONDED BY Commissioner Steve Adler (virtual) to APPROVE the nomination and appointment of Nancy Love for Chair and Kyoko Iwasaka for Vice Chair. The motion carried by the following vote:

APPOINT SUBCOMMITTEE MEMBERS (LAYNE RUIZ, ARTS & CULTURE COORDINATOR)
The Commission reviewed the 2026 subcommittee roles and vacancies and deliberated subcommittee appointments.
 

MOTION BY Commissioner Jerry Drake, SECONDED BY Commissioner Kimberly Hill to APPOINT the following commissioners to the following Subcommittees:

  • Events & Festivals Subcommittee: Commissioners Steve Adler and Robert Coberly
  • Communications Subcommittee: Commissioner Kimberly Hill
  • Education & Programs Subcommittee: Commissioner Robert Coberly
  • Public Art Subcommittee: Chair Nancy Love and Commissioner Jerry Drake as Chair of the Subcommittee
The motion carried by the following vote:

5.
TRAFFIC CABINET ART APPROVAL (VARIOUS ARTISTS)
The Commission reviewed the proposed Traffic Cabinet Art projects. Participating artists were present to introduce themselves, identify their assigned cabinet locations, and present their design concepts and community engagement methods. Commissioners discussed the proposed artwork, asked questions, and provided feedback to the artists as part of the review and approval process.
The following artists presented their concepts: 
  • Charith Denson: Birds, Suns, and Desert Botanicals — W. Lower Buckeye Pkwy & Estrella Pkwy
  • Anthony Eli Farias: Lavender and Marigolds — W. Monte Vista Rd. & N. 150th Dr.
  • Artist lze: Aviation Inspired – Sarival Ave. & McDowell Rd.
  • Egypt Hagan: Time, Like Clay — N. Bullard Ave. & W. Cambridge Ave.
  • Jessi Kerr: Community Dog Park—158th Ave. & Van Buren St.
  • Jury S. Judge: Baseball and Cactus — W. Elwood St. & Estrella Pkwy
  • Kelsey Phillips: Horse Design —173rd Ave. & Van Buren St.
  • Nate Butt(two concepts): Geometric and Botanical Elements — 156th Ave. & McDowell Rd. & Cactus Imagery — Litchfield Park Rd. & Celebrate Life Way
  • Robert Panzer: Agricultural and Regional Themes – Bullard Ave. & McDowell Rd.
  • Becca Farmer: Desert Landscape Imagery – Indian School Rd. & 141st Ave.
  • Dariana Trevizo & Ali Aroz: Mural Mentoring – Indian School Rd. & 144th Ave.
  • Anthony Galto: Manos de Tradición — Western Ave. & Litchfield Rd.
  • Carla Keaton: Jazz in the Park Inspired — Estrella Pkwy & Hillside Dr.
 

MOTION BY Commissioner Robert Coberly, SECONDED BY Commissioner Jerry Drake to APPROVE the artists traffic cabinet art concepts. The motion carried by the following vote:
