Approve the draft minutes from the July 14, 2026, Arts and Culture Committee meeting and the August 1, 2026, Arts and Culture Committee retreat.

CHAIRMAN REMARKS (NANCY LOVE, CHAIR)
Chair Nancy Love expressed her appreciation to Guylene Ozlanski, Parks and Recreation Deputy Director; Dawn Stipe, Arts & Culture Superintendent; Layne Ruiz, Arts & Culture Coordinator; and Dalton Attig, Arts & Culture Programmer, for their work in organizing and facilitating the retreat. She also thanked all commissioners for their attendance. Chairman Love then opened the floor for commissioners to share any additional remarks.

REVIEW AND APPOINT SUBCOMMITTEES (LAYNE RUIZ, ARTS & CULTURE COORDINATOR)

WELCOME NEW YOUTH COMMISSIONER (NANCY LOVE, CHAIR)
Chair Nancy Love announced Rachel Barnes as the newly appointed Youth Commissioner and welcomed her to the committee. Chair Love acknowledged her role and expressed that the committee looks forward to her future participation.
 
5.
ARTS & CULTURE PROGRAM UPDATE (DALTON ATTIG, ARTS & CULTURE PROGRAMMER)
Dalton Attig, Arts & Culture Programmer, provided an overview of upcoming arts and culture programs and events. He announced that Art Talks will be held on September 29 and October 27. The PW Litchfield Lecture series continues, with the next historical lecture on US80 scheduled for Thursday, September 17, and occurring every other month on the third Thursday. Dalton noted that the next Paint & Sip session is scheduled for Tuesday, September 22, with spots still available. He shared that the Follow Your Art Jr. Reception will take place on Wednesday, October 7, where commissioners will present awards; following the reception, the current lobby artwork will be taken down and a new exhibit installed. The Creative Aging Exhibit will open after the Follow Your Art Jr. display. Additionally, a new Library Artwork show titled “Make Believe” will open on October 7, with the artist reception being held on November 5. Dalton encouraged commissioners and the public to visit goodyearaz.gov/arts for more information on all programs.

PUBLIC ART UPDATE (LAYNE RUIZ, ARTS & CULTURE COORDINATOR)
Layne Ruiz, Arts & Culture Coordinator, presented an overview of current and upcoming public art initiatives. She shared that the Branches of Honor Mural Experience will feature six temporary murals recognizing each branch of the U.S. Armed Forces during Veterans Week from November 2–7, with artist submissions due September 28. Ms. Ruiz also discussed the HOLA West Valley Temporary Art Collaborative, inviting artists to propose an interactive outdoor installation for Goodyear Civic Square Park inspired by the 2027 theme, “Light,” with submissions due October 1. She highlighted the upcoming Chalk Art in the Park event on November 14 at the Goodyear Recreation Campus, with opportunities available for artists, students, and community groups, and submissions due October 12. Ms. Ruiz noted the Hearts of Goodyear project, which invites artists to redesign the city’s fiberglass hearts based on the theme “Love Where You Live,” with submissions due October 26. She also shared information on the Traffic Cabinet Art Project, where artists will creatively transform traffic signal cabinets through hand-painted or digital vinyl wrap designs, with submissions also due October 26.

EVENTS UPDATE (DAWN STIPE, ARTS & CULTURE SUPERINTENDENT AND LAYNE RUIZ, ARTS & CULTURE COORDINATOR)
Dawn Stipe, Arts & Culture Superintendent, and Layne Ruiz, Arts & Culture Coordinator, provided an overview of the following Arts & Culture events.
 
  • Friday, September 25 - Ballet Under the Stars, Estrella Lakeside Amphitheater
  • Saturday, October 3 - Rock the BBQ, Goodyear Civic Square
  • Saturday, October 10 - Ritmos Y Raices | Rhythm & Roots, Goodyear Ballpark
    • Commissioners will be participating at this event
  • Saturday, October 17 - Movie in the Park - Toy Story 5, Goodyear Community Park
  • Friday, October 24 - Fall Festival, Goodyear Ballpark
  • November 2-7 - Veterans Week, Goodyear Civic Square
    • Activities will include Banners of the Brave, pop-up murals, and a flag garden
  • Saturday, November 7 - West Valley Vet Run 5K/1-mile Run/Walk, Estrella Community College
    • Celebration featuring live patriotic music, resource booths, food trucks, and a beer garden following the run at Goodyear Civic Square
  • Saturday, November 14 - Chalk Art in the Park, Goodyear Recreation Campus
    • Commissioners will be participating at this event
Friday, December 4 and December 11 – Holidays on the Square, Goodyear Civic Square
