DEVELOPMENT TRENDS REPORT
Staff presented an overview of current development and economic trends within Goodyear.
Administrative Services Manager Alissa Magley began with a summary of the role of the Development Services Department, explaining the various divisions and their functions related to residential and business development.
Planning Manager Christian Williams explained the development review process, starting with the various regulatory documents and master plans that govern how the city grows, and outlining the public process and review criteria for various types of land use cases.
Economic Development Director Wendy Bridges ended the presentation with an overview of citywide demographics, economic development activities by sector, and a look ahead to various businesses that will soon be opening in Goodyear.

Planning Manager Christian Williams presented an overview of actions taken by the City Council at the 1/26/26 meeting on items that were recommended by the Commission.
Mr. Williams reported that the Council approved the General Plan Amendment and Rezone of the Rio 1900 project as recommended by the Commission.
Mr. Williams reported that the Council approved the Celebration Plaza rezone with a reduction to medical office parking requirements as recommended by the Commission. As part of the same request, the Council voted to permit three drive-through uses on the property, which differed from the Commission's recommendation to allow only one drive-through.
