GENERAL PLAN AND DEVELOPMENT TRENDS REPORT UPDATE
Deputy Director of Development Services - Planning Christian Williams presented early findings and themes from a forthcoming report to Council that examines Goodyear’s development trends and progress toward goals outlined in the 2035 General Plan.
The report will provide an overview of data dating back to 2024 with an emphasis on calendar year 2025. The publishing of this report will establish an annual cycle for providing updates to Council on key metrics that tell the story of development in Goodyear. Updates will be provided for key growth areas as identified in the General Plan, as well as staff identified areas of interest. The report will also provide information on the development process itself, covering the entire life cycle of a project from site selection to Certificate of Occupancy (C of O).
The Commission discussed available water allocations for population build-out projections, tracking net migration and population turnover and future development of data centers and battery energy storage systems (BESS) in the context of the overall development plan for the city.
No action was taken on this item.

Deputy Director of Development Services - Planning Christian Williams reviewed items previously seen before the Commission and informed them that the updated Zoning Ordinance previously adopted on June 30th, 2026 was now effective as of August 5, 2026.
