Chairman Kaino called the Joint Public Safety Personnel Retirement Board meeting to order at 8:48 a.m.

Approve the minutes.
MOTION BY Board Member Jay Mathias, SECONDED BY Board Member James Seymore to APPROVE the draft minutes from the October 22, 2020 Joint Public Safety Personnel Retirement Board meeting. The motion carried as follows:

Review and discuss the 2020 Actuarial Report for Pension Funds and Public Safety Personnel Retirement System Funding Policy.
Finance Manager of Financial Services Jared Askelson provided information to the Joint Board on the Police and Fire Actuarial Valuations. He reported that based on the reports from the Public Safety Personnel Retirement System, the city has a funded status of 69.2%. He spoke about the Assets Experience which was negative, and the causes for changes which included Liability Experience and an Other category. The report gave the Police membership in 2020 as 101 active, 26 retirees, 8 drop, and 15 inactive for a total of 150. For the Fire membership in 2020 there were 91 active, 13 retirees, 11 drop and 0 inactive for a total of 115.
Mr. Askelson stated that the link to the actuarial reports on the PSPRS website is: https://members2.psprs.com/Estimators/actuarials.aspx. He advised that actuarial reports for any employer in the PSPRS system for the last twelve years were available on that site. There will be drop downs to enter Goodyear Fire Department (PSPRS) (136) or Goodyear Police Department (PSPRS) (137) and the fiscal year of 2020 to view the current reports.

Review, discuss and possible action on the Process Maps.
Chair Kaino stated that this item would be postponed.
Later in the meeting, Total Compensation Administrator Jeanni Ruddy, asked about what documents the Board would like for the items that come before the Board. She suggested a cover sheet for the new hires that the provider would complete that would indicate a pre-existing condition, identify the pre-existing condition, including psychological examinations, and state that they could do the job.
Board Attorney Sorensen said that in order for the Board to have the most complete record, the Board should receive the full report of any examination completed. The Board discussed options and how this would be impacted by the new legislation.

Review, discuss and possible action on the contract for Legal Representation for the Goodyear Public Safety Personnel Retirement Boards.
MOTION BY Board Member James Seymore, SECONDED BY Board Member Jay Mathias to ACCEPT and RETAIN Lesli Sorensen of Ryan, Rapp and Underwood for legal representation for the Goodyear Public Safety Personnel Retirement Boards. The motion carried as follows:

Review, discuss and possible action on potential legislation.
Board Attorney Sorensen reviewed House Bill 2381 which was waiting for signature from the Governor. She spoke about the change in responsibilities indicated by the bill, specifically, the local board would be responsible for disability applications and line of duty death. She added that the model rules published by the state board were now being required to be adopted by the local board. Ms. Sorensen said that there was also an allowance for local boards to consolidate into a consolidated board. Ms. Sorensen added that the Board Secretary would still be responsible for receiving applications and forwarding them to the state.
Ms. Sorensen continued that there was now a mandatory duty to review by the state board on any determination of award of disability or line of duty death benefits effective January 1, 2022, and the state board would need to establish processes during the next several months.
Chair Kaino commented that this would be a great topic for a future conference.
The Board engaged in discussion regarding the legislation and their role moving forward.

6.
Review, discuss and possible action on criteria to be established for doctors conducting Independent Medical Examinations.
The Board discussed the possibility of establishing a list of doctors for Independent Medical Examinations (IME). The Board would like someone who knows enough about an IME, but knows how to treat patients and is current on diagnostics. After discussion, the Board determined no action was necessary at this time; however, the examinations would be monitored.
7.
Review, discuss and possible action on a questionnaire to be used with disability applications.
The Board discussed the Public Safety Retirement System Local Board Questionnaire for Accidental Disability that the city of Glendale uses. The Board made several suggestions for the form and tasked the Board Secretary with developing the form and returning to the Board for review.
