Immediately following the Fire PSPRB meeting that followed the Joint PSPRB meeting that began at 8:00 a.m.
 
CALL TO ORDER
Chair Kaino called the Police Public Safety Personnel Retirement Board meeting to order at 8:34 a.m.
 
ROLL CALL

1.
APPROVAL OF MINUTES
Approve the draft minutes of the January 15, 2026 Police Public Safety Personnel Retirement Board meeting.
 
 

MOTION BY Boardmember Jason Costello, SECONDED BY Boardmember Teresa Kuleff to APPROVE the draft minutes of the January 15, 2026 Police Public Safety Personnel Retirement Board meeting. The motion carried as follows:

Chair Laura Kaino, Vice Chair Jay Mathias, Boardmember Teresa Kuleff, Boardmember Jason Bayer, Boardmember Jason Costello

Passed - Unanimously

 
2.
Review, discuss and possible action on the applications and medical records for entry into the Public Safety Personnel Retirement System.
  • Leather, Trevor - New Hire
  • Reid, Caleb - New Hire (Lateral)
Lesli Sorensen, Board Attorney, notified the Board that additional medical records may be needed for Trevor Leather and requested that the Board hold review of his application and acceptance into the system. 

The Board moved into Executive Session for Item 2 at 8:36 a.m.

The Board reconvened the Police Public Safety Personnel Retirement Board meeting at 8:44 a.m.

Chair Kaino stated that the Board will hold taking action on Trevor Leather's application.
 

MOTION BY Boardmember Jason Costello, SECONDED BY Boardmember Jason Bayer to CONDITIONALLY ACCEPT the application for Caleb Reid with pre-existing conditions pending clarification of medical records, for entry into the Public Safety Personnel Retirement System. The motion carried as follows:

Passed - Unanimously

Review, discuss and possible action on the disability recipients for Police Public Safety Personnel Retirement Board
The Board moved into Executive Session for Item 3 at 8:47 a.m.

The Board reconvened the Police Public Safety Personnel Retirement Board meeting at 9:15 a.m.

The Board reviewed the current list of disability recipients and tabled further discussion and potential action to a future meeting. 
 
EXECUTIVE SESSION

Per ARS §38-431.03, upon a public majority vote of the members constituting a quorum, the Goodyear Police Public Safety Personnel Retirement Board may hold an executive session for any item on the agenda.

MOTION BY Boardmember Teresa Kuleff, SECONDED BY Vice Chair Jay Mathias to CONVENE an Executive Session for Item 2. The motion carries as follows:
