Immediately following the Fire PSPRB meeting that followed the Joint PSPRB meeting that began at 8:00 a.m.

CALL TO ORDER

Chair Kaino called the Police Public Safety Personnel Retirement Board meeting to order at 8:32 a.m.

ROLL CALL

Absent:: Boardmember Jason Costello
Staff Present:: Board Attorney Lesli Sorensen; Board Secretary Jasmine Pernicano; Human Resources Director Lyman Locket; Benefits Analyst Maria Carrillo

Board Attorney Sorensen participated via Teams videoconference.

MOTION BY Boardmember Jason Bayer, SECONDED BY Vice Chair Jay Mathias to EXCUSE Boardmember Costello. The motion carried as follows:

BUSINESS

Approval of Minutes
Approve the draft minutes of the February 19, 2026 Police Public Safety Personnel Retirement Board meeting.

MOTION BY Boardmember Teresa Kuleff, SECONDED BY Vice Chair Jay Mathias to APPROVE the draft minutes of the February 19, 2026 Police Public Safety Personnel Retirement Board meeting. The motion carried as follows:

Review, discuss and possible action on the applications and medical records for entry into the Public Safety Personnel Retirement System.

The Board moved into Executive Session for Item 2 at 8:34 a.m.

Without objection, the Board reconvened the Police Public Safety Personnel Retirement Board meeting at 8:37 a.m.

MOTION BY Boardmember Jason Bayer, SECONDED BY Vice Chair Jay Mathias to ACCEPT the applications for Shandel Duncan and Cody Leyba with pre-existing conditions; and CONDITIONALLY ACCEPT Mindy Feldman and Kayla Hawk with pre-existing conditions, pending clarification of medical records, for entry into the Public Safety Personnel Retirement System. The motion carried as follows:

Passed - Unanimously

EXECUTIVE SESSION

Per ARS §38-431.03, upon a public majority vote of the members constituting a quorum, the Goodyear Police Public Safety Personnel Retirement Board may hold an executive session for any item on the agenda.

Board Attorney Sorensen spoke regarding an opportunity for the Goodyear Police Public Safety Personnel Retirement Board to hear and consider a Department of Public Safety case.

FUTURE MEETINGS

The next meeting for the Police Public Safety Personnel Retirement Board is tentatively scheduled for May 21, 2026.

ADJOURNMENT

There being no further business to discuss, Chair Kaino adjourned the meeting at 8:42 a.m.
