CALL TO ORDER
Chair Campbell called the meeting to order at 2:05 p.m.

APPROVAL OF MINUTES
Approve the draft minutes from the City Council Subcommittee: Boards, Commissions and Committee Appointments meeting on December 1, 2025.
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to APPROVE the draft minutes from the City Council Subcommittee: Boards, Commissions and Committee Appointment Meeting on December 1, 2025. The motion carried as follows:

Review and discuss possible updates to various citywide Boards, Commissions and Committees terms, membership and recruitment process, and provide direction to staff.
Jasmine Pernicano, City Clerk, initiated the discussion regarding the current composition and structure of the Youth Commission. Ms. Pernicano explained that, in coordination with the Parks and Recreation Department and the City Manager’s Office, staff recommended a one-year pause on accepting new applications, noting that approximately 40 Youth Commissioners are anticipated for the upcoming school year. Staff further recommended allowing current members who are eligible and interested in reappointment to reapply, maintaining the existing Youth Commission membership, and reconvening the Commission in the fall to evaluate its structure and provide a recommendation to the Subcommittee. 

Guylene Ozlanski, Parks and Recreation Deputy Director, spoke in favor of the proposal, emphasizing that any changes would be put in place prior to next year's recruitment. 

The Subcommittee discussed the current number of Commissioners and the need to establish a membership cap, evaluation criteria, defined terms, and an appropriate budget. There Subcommittee expressed support for the Youth Commission’s involvement in developing the new structure and requested that staff return with a recommendation in Fall 2026. There was consensus to forgo new appointments for the upcoming school year.

Ms. Pernicano provided an overview of terms, term limits, and composition across various Boards, Commissions, and Committees (BCCs), along with recommendations aimed at increasing community engagement while promoting consistency, ensuring continuity, and improving the efficiency of recruitment, onboarding, and offboarding processes.

The Subcommittee discussed the importance of balancing community engagement opportunities with the need for technical expertise and continuity for certain Commissions.

Councilmember Kaino also submitted a letter requesting the removal of term limits for civilian members serving on the Public Safety Personnel Retirement Board (PSPRB), emphasizing the complex and technical nature of the Board’s responsibilities.

The Subcommittee provided direction to staff to remove term limits for the PSPRB; add an alternate member to the Planning and Zoning Commission; reduce term lengths to two years for the Planning and Zoning Commission, Industrial Development Authority, and Public Improvement Corporation; and allow flexibility for members of the Arts and Culture Commission and Parks and Recreation Commission to serve up to three terms.

The Subcommittee also reached consensus to conduct recruitment efforts twice annually to align term expiration on either June 30 or December 31. Additional consensus was provided to bring the Citizen Committee Appointment Process up to date with current practice.
