CALL TO ORDER
Chair Campbell called the meeting to order at 3:02 p.m.
 
ROLL CALL

Staff Present:
City Clerk Jasmine Pernicano; Interim Director of Finance David Seid; Deputy Parks & Recreation Director Guylene Ozlanski

BUSINESS
 
1.
APPROVAL OF MINUTES
Approve the draft minutes from the City Council Subcommittee: Boards, Commissions and Committee Appointments meeting on March 25, 2026.
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to APPROVE the draft minutes from the City Council Subcommittee: Boards, Commissions and Committee Appointments meeting on March 25, 2026. The motion carried as follows:

Chair Wally Campbell, Boardmember Benita Beckles, Boardmember Trey Terry

Passed - Unanimously

 
2.
Review applications, conduct interviews, discuss and take possible action to appoint member and/or alternates to the Arts and Culture Commission.
Jasmine Pernicano, City Clerk, provided a brief overview of the process and explained that there is an opportunity to appoint alternate members to the Arts & Culture Commission. 

Guylene Ozlanski, Deputy Director of Parks and Recreation, provided an overview of the Arts & Culture Commission, discussed potential upcoming unplanned vacancies on the Commission, and explained that alternates should be identified in ranked order as first, second, and third alternates to transition into voting roles should vacancies become available.

The Subcommittee reviewed the applications and conducted interviews with Ryan Williams, Peter Diliberti and Jeremiah Hartshorn. The Subcommittee reviewed responses provided by Brittany Morse who was unable to attend in person.
 

MOTION BY Boardmember Benita Beckles, SECONDED BY Boardmember Trey Terry to RECOMMEND the appointment of Ryan Williams as first alternate with the ability to move into a voting role if it becomes vacant to the Arts and Culture Commission. The motion carried as follows:

Passed - Unanimously

 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to RECOMMEND the appointment of Jeremiah Hartshorn and Peter Diliberti as second and third alternate members effective July 2026. The motion carried as follows:

Review applications, conduct interviews, discuss and take possible action to appoint members and/or alternates to the Parks and Recreation Advisory Commission.
Jasmine Pernicano, City Clerk, provided a brief overview of the process and explained that there is an opportunity to appoint one voting member and up to three alternates to the Parks and Recreation Advisory Commission. 

David Seid, Interim Director of Parks and Recreation, gave an overview of the Parks & Recreation Advisory Commission.

The Subcommittee reviewed the applications and conducted interviews with Lisa Paulos, Yasmine Cornejo and Larry Atkinson. William Rase was unable to attend and Jeffrey Hotz did not show. 
 

MOTION BY Boardmember Trey Terry, SECONDED BY Boardmember Benita Beckles to RECOMMEND the appointment of Lisa Paulos as voting member, and Larry Atkinson as first alternate and Yasmine Cornejo as second alternate to the Parks and Recreation Advisory Commission. The motion carried as follows:

4.
Acknowledge reappointments to the Youth Commission and Public Improvement Corporation.
 

MOTION BY Boardmember Benita Beckles, SECONDED BY Boardmember Trey Terry to RECOMMEND the reappointment of Graham Holmes, Jacob Murphy, Leylanie Manley, Maddelyn Smith, Wyatt Arnsburger, Aida Hudson, Isabella Franco, Katelyn Heuseveldt, Logan McGee, Mason McEldowney, Merdeces Martinez, Mykah Atkinson and Ania Piatek to the Youth Commission and the reappointment of Brian Murphy to the Public Improvement Corporation. The motion carried as follows:
