PRESENTATION FROM STAFF ON STATUS OF COLORADO RIVER
Silvana Burgos, Water Resources Planning Advisor, provided an overview of the current conditions across the Colorado River system, noting that reservoir levels remain below those of the previous year. Staff reported that the federal government recently announced actions intended to stabilize Lake Powell which will result in reductions the Lower Basin States. Additionally, Ms. Burgos provided an overview of the Lower Basin Proposal that was submitted to the federal government, which is intended to serve as a short-term framework for addressing declining reservoir levels through coordinated conservation measures, operational adjustments, and water-use reductions among the Lower Basin states. Staff emphasized that the City continues to use this time to advance conservation and resiliency measures, preparing for deeper future reductions and demonstrating its ability to adapt to long-term reductions in Colorado River water availability.

Andrew Pironne, Water Conservation Supervisor, introduced the concept of a Water Demand Offset Program, which would allow certain water conservation savings to be transferred among users within the community. The proposed framework is intended to encourage conservation, provide flexibility for water users, and help the City manage its limited water resources more efficiently.
