Immediately following the Fire PSPRB Meeting that began at 8:00 a.m.
 
CALL TO ORDER
Chair Kaino called the Police Public Safety Personnel Retirement Board meeting to order at 8:03 a.m.
 
ROLL CALL
Present:

Staff Present:
Board Attorney Lesli Sorensen; Board Secretary Jasmine Pernicano; Human Resources Director Lyman Locket; Benefits Analyst Chanda Washington; Benefits Analyst Maria Carrillo
Vice Chair Mathias and Board Attorney Sorensen participated via Teams videoconference.

APPROVAL OF MINUTES
Approve the draft minutes of the May 14, 2026 Police Public Safety Personnel Retirement Board meeting.
 

MOTION BY Boardmember Teresa Kuleff, SECONDED BY Boardmember Jason Bayer to APPROVE the draft minutes of the May 14, 2026 Police Public Safety Personnel Retirement Board meeting. The motion carried as follows:

Review, discuss and possible action on the applications and medical records for entry into the Public Safety Personnel Retirement System.

The Board moved into Executive Session for Item 2 at 8:05 a.m.

Without objection, the Board reconvened the Police Public Safety Personnel Retirement Board meeting at 8:34 a.m.
 

MOTION BY Boardmember Jason Bayer, SECONDED BY Boardmember Jason Costello to CONDITIONALLY ACCEPT the applications for Steven Borquez, Kurtis Brajevich, Cody Bratton, Michael Harris, Ethan Pepe, Juan Rubio and Andrew Wright with pre-existing conditions, pending receipt of additional medical records, for entry into the Public Safety Personnel Retirement System. The motion carried as follows:

Review and make findings regarding the reemployment of Public Safety Personnel Retirement System retiree Peter Borquez under A.R.S. § 38-849.
 

MOTION BY Boardmember Jason Costello, SECONDED BY Boardmember Jason Bayer to FIND that Peter Borquez retired from an employer other than the City of Goodyear and is in a position ordinarily filled by an employee of an eligible group. Pursuant to A.R.S. § 38-849(H), contributions shall not be made on his behalf, he shall not earn service credit, and the City of Goodyear shall pay the alternate contribution rate on his behalf. The motion carried as follows:

EXECUTIVE SESSION
Per ARS §38-431.03, upon a public majority vote of the members constituting a quorum, the Goodyear Police Public Safety Personnel Retirement Board may hold an executive session for any item on the agenda.

Board Attorney Sorensen provided a brief update on the status of two pending disability applications.
 
FUTURE MEETINGS

The next meeting for the Police Public Safety Personnel Retirement Board is tentatively scheduled for August 27, 2026.
 
ADJOURNMENT
There being no further business to discuss, Chair Kaino adjourned the meeting at 8:38 a.m.
