CALL TO ORDER
Meeting was called to order by Chairman Shirey at 5:04pm.

1.
APPROVAL OF MINUTES
Approve the draft minutes of the Citizen Water Advisory Committee meeting on May 20, 2026.

PRESENTATION BY STAFF ON WATER QUALITY 

Ray Diaz, Water Resource Manager, provided an update regarding the water quality issue involving an exceedance of the quarterly average for total trihalomethanes (TTHM). Mr. Diaz reported that the City has initiated work to install treatment systems in the affected area.
 
3.
PRESENTATION BY STAFF ON UPDATED ZONING ORDINANCE 

Andrew Pirrone, Water Conservation Supervisor, provided an overview of the water conservation-related provisions adopted as part of the recently adopted 2026 Zoning Ordinance. The new ordinance further advances water conservation in new development within the City of Goodyear by incorporating water-efficient landscaping, irrigation, and development standards designed to reduce water demand and promote the responsible use of the City's water resources. 
 
4.
DISCUSS WATER CONSERVATION OUTREACH CAMPAIGN 

Water Conservation staff discussed current outreach efforts, including bill inserts, social media, videos, and e-newsletters. The Committee provided feedback on these efforts and offered recommendations for future outreach strategies.
 
5.
REVIEW CURRENT CONSERVATION WATER IN THE STREETS PROGRAM 

Andrew Pirrone presented an overview of the new water conservation program, Water in the Streets, which is intended to identify and address water leaks in Goodyear neighborhoods during the early morning hours to help reduce water waste and promote water conservation.
 
6.
REVIEW WATER CUSTOMER PORTAL (AQUATRAX)

The Committee provided feedback on the new water customer portal, Aquatrax, and received assistance from staff to navigate the portal and better understand its features and functionality.
 
7.
OTHER BUSINESS 

No further business was discussed.

FUTURE MEETINGS
The next meeting of the Citizens Water Advisory Committee is tentatively scheduled for Wednesday, September 16, 2026 at 5pm at Goodyear Public Works at 4980 S 157th Ave, Goodyear, AZ, 85338.

There being no further business to discuss, Chairman Shirey adjourned the meeting at 6:41 p.m.
