Advocacy Subcommitte Update (Commissioner Landefeld)
Commissioner Landefeld reported that the Advocacy Subcommittee has been meeting consistently and their focus is to collaborate with the Arts and Culture Commission and get involved with upcoming Arts and Culture events. The committee also came up with ideas for programs which will be shared with the Programs and Planning Subcommittee. Landefeld stated the committee will advocate on their social media platforms for the various upcoming events.

Vice Chairman Stephens reported that the Programs and Planning Subcommittee met on one occasion and did not meet again due to not enough members to serve on the committee.

City Clerk Darcie McCracken administered the Oath of Office for the reappointment of Commissioners Wilson, Landefeld and Vice Chairman Stephens, and to appoint Sharolyn Hohman as a commissioner to the Parks and Recreation Advisory Commission.

Time Capsule Roll Out (John Raeder, Assistant City Council & Darcie McCracken, City Clerk)
Assistant City Council John Raeder gave a presentation on the Goodyear 75th Time Capsule Project.

- Collecting different items that represents the shared values of the community that reflects on the growing prosperous city.
- Get input from Goodyear residents, business members, and commission for ideas on what goes in the capsule.
- The community outreach methods are social media, community presentations, InFocus magazine, and Goodyearaz.gov website.
- Ideas submitted thus far, pictures, military & veterans, ballpark, schools, economic development, Covid-related materials.
- Some input from Commissioners is Parks & Recreation master plan, miniature hearts from Arts & Culture, first library, Goldschmidt at Falcon Park, pump track, recreation campus, Millennium High School marching band.
- Submit ideas on website or email John Raeder. Contact information will be sent out to the commissioners.
- Time capsule to be sealed on November 19, 2021, at the Civic Park ceremony and the 50th Anniversary capsule to be opened during the ceremony.

Open Meeting Law Review (Darcie McCracken, City Clerk)
City Clerk Darcie McCracken gave a presentation review of the open meeting law requirements of every board and commission.

- All commissions and public bodies are required to comply with the open meeting laws.
- All meetings are open to the public, doors unlocked, anyone can attend.
- Quorum must be attained to hold meetings, if there is not a quorum, no meeting can be held, lock the door and post notice on door.
- Voting on items is taking legal action.
- Clerk’s office should be notified of social events held, to post a quorum notice, and do not discuss business at these events.
- Meetings require agenda and minutes.
- Do not discuss business, deliberate or propose legal action on emails. Do not respond to all recipients on emails.

Bullard Wash Master Plan Update (Diana Vasquez, Management Assistant & Kimley Horn)
Management Assistant Diana Vasquez in conjunction with Kimley Horn team, Sean Wolzly and Jeff Kratzke gave a presentation on the Bullard Wash Master Plan update.

- Focus is to discuss the plans for phase II of the project.
- Key project goals are: community connectivity, economic development, health & wellness, arts & culture involvement, bicycle & pedestrian trails.
- The team displayed different path style options to be considered and asked the commissioners for their feedback.
- Commissioners Landefeld, Harris, Chairman Beard, and Vice Chairman Stephens preferred the separated two-way paths, separated by mode of transportation and Commissioners Wilson and Hohman preferred the single two-way path, multi-modal.
- The team displayed the different theme concepts for the trail corridor that create a visual identification branding that is specific to Goodyear. The commissioners were asked for their feedback.
- Commissioners Landefeld, Harris, Vice Chairman Stephens, and Ex Officio Youth Commissioner Shanafelt preferred concept one, Goodyear landmarks; Commissioner Wilson and Chairman Beard preferred concept two, Goodyear history and Commissioner Hohman preferred concept three, nature and wildlife. The entire commission would like to see concept three, nature and wildlife integrated.
- Next steps will be a public meeting #2, alternative concepts on February 9, 2021 and public meeting #3, preferred concepts presentation showing all the input from all bodies, in April, 2021.

Social Media Presentation (Hannah Duncan, Marketing Specialist)
Marketing Specialist Hannah Duncan gave an overview presentation on social media uses within the Parks and Recreation Department.

- Duncan stated that the Parks and Recreation Department focus is to use social media platforms to build on the community virtually and awareness in the digital space.
- Facebook and Instagram are the communication platforms used for communication.
- Facebook tends to be the most popular platform, over 6,000 followers. It is used to inform people of the upcoming events and educate on recreation programs being offered.
- Commissioners can all get started by liking the Goodyear Parks and Recreation Facebook page to start receiving posts.
- Duncan suggested to like or comment to the posts to interact with other members and by sharing posts, the information will then be shared with friends on your Facebook news feed.
- Instagram is also used and by following the page will ensure photos are on the news feed and if the post is liked or commented on, you can interact with other members in the community.

Spring Special Event Preview (David Seid, Parks & Recreation Deputy Director)
Ex Officio Parks and Recreation Deputy Director David Seid gave a preview of the upcoming Spring events. Mr. Seid stated due to coronavirus safety restrictions, events will continue to be handled differently, mostly virtual events. The department will strive to hold as many events for the community and does not want to cancel events if at all possible.

- Heart & Sole will be a virtual 5K and 1-mile event for the entire month of February. There will be giveaways, t-shirt and bag and the first 75 people registered will receive a commemorative 75th Anniversary water bottle.
- Hops & Hops will be an illuminated Easter drive-thru event April 1 - 4, from 6-10pm, at the Goodyear Ballpark. The drive-thru tunnels will be colorful Easter themed. There will be giveaways, the event is free, but registration is required.
- Star Spangled Fourth Drive-in will be on July 4th, at the Goodyear Ballpark. There will be a firework show to be enjoyed from the safety of your car. The event will also be live-streamed and the event is free.

Parks and Recreation Updates (David Seid, Parks & Recreation Deputy Director)

- Mr. Seid stated that the Major League Baseball Spring training is moving forward February 27th.
- Discussing plans with Goodyear Little League on how to safely resume the league.
- Goodyear Recreation Campus proposed fees were approved by Council. Council also approved a promotional fee, that is in line with the 75th Anniversary, all passes for residents will be a flat fee of $75.00, available from opening of the campus to December 31, 2021.
- Parks and Recreation Superintendent Michael Beadle will attend the next commission meeting in April to discuss the grand opening plans for the Goodyear Recreation Campus.

- Commissioner Landefeld reported that she and Commissioner Wilson attended the 75th Anniversary kickoff ceremony and was happy to be able to attend and represent the Parks and Recreation Advisory Commission. Landefeld plans to go on a scavenger hunt and locate the ten Hearts in the parks and share on social media with the various platforms.
- Commissioner Landefeld provided a comment if the event planners could identify alternative swag items to be given out at future events to the participants that would be more sustainable in nature, possibly more consumable items.

Recognition to Mike Padilla
Ex Officio Parks and Recreation Deputy Director David Seid recognized Michael Padilla who termed out as commissioner on January 25, 2021. Michael served on the Parks and Recreation Advisory Commission for eight years and served as a chairman on the commission. Mr. Seid presented Michael with a plaque in appreciation of his commitment and service to the Parks and Recreation Advisory Commission.
