CALL TO ORDER
Mayor Lord called the Regular Meeting to order at 6:02 p.m.

APPROVAL OF MINUTES

ACCEPTANCE OF A SPECIAL WARRANTY DEED RELATED TO THE LAKIN PARK LIFT STATION SITE

Accept the Special Warranty Deed for the Lakin Lift Station from W/C Lakin Owner VIII, L.L.C., a Delaware limited liability company.  (Linda Beals, Real Estate Coordinator)

PROPOSAL TO TOHONO O’ODHAM NATION FOR ARIZONA REVISED STATUTE 5-601-02 12% GAMING DISTRIBUTION FUNDS
 
Recommendation
ADOPT RESOLUTION NO. 2021-2166, AUTHORIZING THE SUBMISSION OF A PROPOSAL FOR 12% GAMING DISTRIBUTION FUNDS TO THE TOHONO O’ODHAM NATION, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID PROPOSAL, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED).  (Santiago Rodriguez, Chief of Police)

PUBLIC HEARING FOR FY2022 TRUTH-IN-TAXATION AND FINAL BUDGET ADOPTION AND APPROVAL OF TRUTH IN TAXATION INCREASE BY ROLL CALL VOTE
Mayor Lord opened the Public Hearing at 6:05 p.m.

Finance Director Doug Sandstrom reviewed the fiscal year 2022 budget, including expenses, revenues and the Capital Improvement Project (CIP) program. 

Mr. Sandstrom spoke about the Truth in Taxation increase that impacts the primary property tax which is used for general governmental purposes.  He added that the amount that the city is increasing the levy this year is $229,434.  He added that the rate is $1 per $100 of assessed valuation.  He continued that on a home valued at $100,000 the current levy is $173.85 and the increase will take that to $182.00.  He commented that all statutory notification activities had been completed. 

Mayor Lord closed the Public Hearing at 6:12 p.m.

Council commented that the majority of new positions are public safety and the city has a number of projects coming online including the Recreation Center which requires support staff.

Council commented that developing the budget is a long process and the increase in staffing is a result of big projects and growth.
 

MOTION BY Councilmember Joe Pizzillo, SECONDED BY Councilmember Sheri Lauritano to APPROVE the Truth-in-Taxation increase of $229,434 for FY2022. The motion carried as follows:

5.
TEMPORARY ASPHALT SIDEWALK SOUTH SIDE OF YUMA ROAD – CANYON TRAILS BOULEVARD TO SARIVAL AVENUE
City Traffic Engineer Hugh Bigalk presented information to Council regarding adding an asphalt sidewalk along Yuma Road from Canyon Trails Boulevard to Sarival Avenue.  He continued that it is planned to be an 8 foot wide asphalt sidewalk and approximately 2,600 feet in length.  He added that the permanent sidewalk isn't slated to be done until 2024.  Mr. Bigalk added that the cost is estimated at $200,000.

Council thanked staff and asked when the sidewalk would be completed.  Mr. Bigalk responded that it is slated to be done this fiscal year and he will provide a timeline to the Council.

Council asked that staff contact the HOA and inform them of the project.  

Council asked that staff look further east to add additional temporary sidewalks.
 

MOTION BY Councilmember Wally Campbell, SECONDED BY Vice Mayor Bill Stipp to APPROVE the creation of a new CIP project to construct temporary asphalt sidewalk on the South Side of Yuma Road – from Canyon Trails Boulevard to Sarival Avenue. The motion carried as follows:

6.
SELECT A NEW VICE-MAYOR
City Clerk Darcie McCracken presented information about the Vice-Mayor term and added the staff recommendation to have the new terms coincide with the upcoming terms of Council.
 

MOTION BY Vice Mayor Bill Stipp, SECONDED BY Councilmember Joe Pizzillo to APPOINT Brannon Hampton as Vice-Mayor for a term beginning June 18, 2021 and ending December 31, 2022. The motion carried as follows:

INFORMATION ITEMS
Council thanked the Ballpark for their work on the graduations that took place at the facility.

Council thanked Parks and Recreation for the upcoming summer recreation programs.

City Manager Julie Karins informed Council that Recreation Superintendent Mike "The Albatross" Beadle would be making his national debut on American Ninja Warrior, where some of the most elite athletes in the country compete on the world's most difficult obstacle courses.

Council inquired as to when the section of Estrella Parkway south of the I10 would be completed.  City Engineer Sumeet Mohan advised Council that it was scheduled to begin any day now and is scheduled to be completed this fiscal year.
