CALL TO ORDER
Vice Mayor Hampton called the meeting to order at 6:00 p.m.

CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Tracy Turner, a Goodyear resident, spoke about the parking in her neighborhood from the nearby Millennium High School.  She commented that she didn't believe the city street should be posted as no parking.  Staff was directed to work with Ms. Turner to brainstorm for solutions.

APPROVAL OF MINUTES

Recommendation
Approve the draft minutes from the Regular Meeting held on November 8, 2021.  (Darcie McCracken, City Clerk)

APPROVE BUDGET TRANSFERS

Approve budget transfers. (Doug Sandstrom, Finance Director)
 
3.
APPROVE THE CONSTRUCTION OF A FENCE AT EL CIDRO AND ASSOCIATED BUDGET TRANSFER.
 
Recommendation
Approve the construction of a fence at El Cidro in order to protect city owned parcel against illegal dumping and approve associated budget transfer. (Sumeet Mohan, P.E. Director of Engineering)
 
Council asked what was the purpose of the city's owning the property and Engineering Director Sumeet Mohan responded that there was a city facility on the property.  Council also inquired if the fence would stop the dumping and Mr. Mohan responded in the affirmative.
 
4.
INTERGOVERNMENTAL AGREEMENT WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT NO. 216 FOR JOINT USE OF FACILITIES
 
Recommendation
Authorize the City Manager or designee to execute the Intergovernmental Agreement (IGA) between Agua Fria Union High School District (AFUHSD) No. 216 and the City of Goodyear for Joint Use Facilities between Desert Edge High School (DEHS) and the Goodyear Recreation Campus (GRC). (Deanna Ortiz, Recreation Superintendent)

JUNETEENTH HOLIDAY
Human Resources Director Lyman Locket provided background information on the significance of June 19, 1865 as the actual date that slaves were freed.  He added that it was 2 1/2 years after the Emancipation Proclamation.  Mr. Locket shared the history of the observance on the federal, state and municipal levels.  He continued that other cities were contemplating adding Juneteenth as a paid city holiday to be observed on June 19th.  

Council commented with their support and added they were glad to be one of the first cities to formalize the recognition of Juneteenth.
 

MOTION BY Councilmember Bill Stipp, SECONDED BY Councilmember Sheri Lauritano to APPROVE June 19th as a new city holiday celebrating Juneteenth. The motion carried as follows:

6.
CONSIDER APPROVAL OF SUPER BOWL SPONSORSHIP AGREEMENT AND BUDGET TRANSFER
Ballpark Manager Bruce Kessman introduced the Arizona Super Bowl Host Committee President and CEO Jay Parry and Senior Vice President of Finance and Economic Impact Kyle Hedstrom.  Ms. Parry spoke about the economic impacts to the valley from the 2015 Super Bowl which included $720 million of economic impact, $2 million in grants to Arizona non-profits, over 120,000 visitors to Arizona and greater than 50% hotel occupancy.  She then reviewed the benefits of being a partner and sponsor of the Arizona Super Bowl Host Committee which included the "Official Partner" designation in advertising and communication efforts, the city logo on the Committee's website, and the ability to use the Arizona Super Bowl Host Committee logo on city advertising.  She added that there would be partnership opportunities for community and event outreach and on social media.

Mr. Hedstrom spoke about the lodging and tourism impact and the expectation that of the four Goodyear hotels in the block, 407 rooms would be needed which is a 76% increase from 2015.  He provided information about the Business Connect program which is the NFL and Arizona Super Bowl Host Committee's premier diversity, equity and inclusion program.  The program identifies and engages local suppliers with networking events, business development training and contract opportunities before and after Super Bowl LVII.

Mr. Hedstorm reviewed the financial investment being requested from the City of Goodyear of $99,082.  He added that it was based on a formula which included hotel rooms and prop 302 funds in addition to other factors.

Council inquired where the funding would be coming from.  Finance Director Doug Sandstrom responded that it would come from the unallocated fund balance which is revenue that has been higher than anticipated or planned for in the budget.

Council commented that it was a great opportunity for the city and they were looking forward to the partnership and the marketing returns.

Council asked when the events would begin.  Ms. Parry responded that the build-out would begin about a month before the game and the activities surrounding the game would begin about a week before the game and continue until the day after with about 10 days of events.
 

MOTION BY Councilmember Wally Campbell, SECONDED BY Councilmember Sheri Lauritano to AUTHORIZE the City Manager or designee to execute the Arizona Super Bowl Host Committee Super Bowl LVII Sponsorship Agreement and AUTHORIZE the required budget transfer. The motion carried as follows:

INFORMATION ITEMS
City Manager Julie Karins provided information regarding the Getting Arizona Involved in Neighborhoods (GAIN) events held over the weekend.  She added her thanks to the residents and the Council and staff for attending.

Ms. Karins spoke about the City of Goodyear's 75th birthday that would be celebrated on Friday, November 19, with a free carnival at the site of the new Civic Square Park from 5 p.m. until 9 p.m.
