APPROVAL OF MINUTES
Approve draft minutes of the Parks and Recreation Advisory Commission meeting held on February 2, 2021.

Bullard Wash Bicycle & Pedestrian Master Plan Update (Kimley Horn Associates, Jeff Kratzke, Sean Wozny, & Marissa Pellegrini and Diana Vasquez, Parks and Recreation Executive Assistant)
Jeff Kratzke from Kimley Horn Associates gave a PowerPoint presentation update of the Bullard Wash Bicycle & Pedestrian Master Plan.
-Reviewed project timeline: Three public meetings, the first one in December 2020, an Open House in April 2021, and plans are to go before Council in Summer of 2021. Upon Council adoption, the group will seek grant funding and design.
-Gave a recap of the public outreach meetings that established trail priorities and theming ideas.
-Reviewed the seven segments of the trails and what the theming concepts, amenities, underpasses, overpasses, and key access points are of each segment.
-Commissioner Hohman asked if golf carts could be used on the trails. Parks and Recreation Director Nathan Torres replied that the trails are not intended or designed for motorized vehicles. The trails are designed for pedestrian use only and that a road would need to be built for motorized vehicles.

Goodyear Recreation Summer Programs Preview (Richard Ortiz, Recreation Coordinator & Megan Johnson, Recreation Coordinator)
Parks and Recreation Coordinators Richard Ortiz and Meghan Johnson gave a PowerPoint presentation on the Summer Recreation and Aquatics Programs.
-Locations are the same as last summer, Desert Thunder Elementary, Cooper Trails Elementary, Desert Star and Centerra Mirage schools.
-The minimum participants are 75 which is an increase of 50 from last summer.
-Registrations opened and almost all filled up except for 25 spots left, with plans to be at full capacity.
-Summer recreation will have the same activities as previous years, arts & crafts, board games, interesting guest speakers, gym games, video games and more.
-Summer recreation program once again received HealthyVerify certification, with safety precautions and COVID19 best practices implemented.
-Aquatics program will open up in full swing on May 29th with open swim, swim lessons, water fitness programs, and swim team.
-First time, City of Goodyear will have their own swim teams to compete with YMCA swim teams.
-StarGuard Elite and Starfish Aquatics Institute is the new lifeguard certification program.
-There will be a Jr. Leader Program, which is a 7-week program, for potential future lifeguards.
-Coordinator Ortiz noted that two lifeguards were recently hired from past Jr. Leader Programs.
-Commissioner Hohman gave kudos to the Recreation Department for all their efforts and creativity during these challenging COVID 19 times.

Parks and Recreation Advocacy and Programs & Planning Subcommittee Updates (Subcommittee Chairman Landefeld & Chairman Stephens)
Commissioner Stephens provided an update on the Programs and Planning Subcommittee. Commissioner Landefeld was not present to give an update on the Advocacy Subcommittee.
-The Programs and Planning Subcommittee met prior to the Parks and Recreation Advisory Commission meeting and discussed the following activities: Hearts Scavenger Hunt, City of Goodyear 75th Anniversary - 75 things to do activity, and City of Goodyear Social Dance.
-The subcommittee will continue to discuss plans and details with Recreation Superintendent Deanna Ortiz for possible implementation of these activities.

Parks and Recreation Updates (David Seid, Parks and Recreation Deputy Director)
Parks and Recreation Deputy Director Seid gave Parks and Recreation Department updates.
-City of Goodyear is officially a Tree City Community through the National Arbor Day Foundation.
-There was a ceremony of recognition and marketing and signage will follow for public knowledge.
-Goodyear Recreation Campus is opening soon with more information on the grand opening festivities to come at the next Parks and Recreation Commission meeting in June.
-Vice Chairman Stephens asked if the campus could be opened partially if certain areas are ready. Deputy Director Seid stated that the plans are for the campus to open all areas at once, no partial opening.

Deputy Director Seid informed that Commissioner Landefeld will no longer be part of the Parks and Recreation Advisory Commission. Landefeld is moving from the city of Goodyear and can no longer serve. Landefeld will be missed.
