CALL TO ORDER
Mayor Lord called the Special Meeting to order at 5:01 p.m.

CONTINUATION OF BUSINESS

Consideration and possible action to authorize the Mayor to execute an employment agreement with the City Attorney.
MOTION BY Vice Mayor Bill Stipp, SECONDED BY Councilmember Joe Pizzillo to renew the employment agreement with the City Attorney with a three-year term, a 5% base salary increase and a $100 per month increase to car allowance, with all other conditions remaining. The motion carried by the following vote:

FY2022 COMMUNITY FUNDING PROGRAM
Jenna Goad, Assistant to the City Manager and Christina Panaitescu, Grants and Neighborhood Services Supervisor presented information about the Community Funding Program. Ms. Goad gave a brief background on the process and Ms. Panaitescu reviewed information from the 2019 Community Assessment results. Ms. Panaitescu noted that there were several overlaps with the CDBG assessment and the Five-Year Plan.
She then reviewed the tentative timeline with an application deadline of noon on June 11 and the subcommittee meeting the week of June 21. She added that there was a tentative Council date of July 12 and funding distributed in August.
Council discussed possible opportunities for community funding including healthcare, mental illness, and regional homelessness.
Council spoke about the process and if there was a way to target the priorities that Council and the community assessments have identified with one-time money.
Julie Karins, City Manager, spoke about the additional $100,000 being added to the budget for the upcoming year and wanting to provide a vehicle to get funds to local non-profits sooner.
Ms. Panaitescu spoke about the Goodyear CARES program and the requests for assistance from the public.
Council discussed and had consensus to move forward with a non-profit incubator/innovation training academy as part of the American Rescue Plan funds discussion.
Council requested additional advertising for the RideChoice program.
Council consensus was to continue with the same process with a focus on the five areas in the community assessment and make recommendations up to $214,400 based on the applications that are received.
