| SUBJECT: | APPROVE AND AUTHORIZE THE CITY MANAGER/EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT WITH DAVID EVANS AND ASSOCIATES, INC., FOR DESIGN OF THE HACIENDA PUMP STATION AND RESTROOM PROJECT

RECOMMENDATION:
That the City Council and Utility Authority:
A. Approve and authorize the City Manager/Executive Director to execute an agreement with David Evans and Associates, Inc., of Tustin, California; and
B. Approve and authorize staff to issue a purchase order in the amount of $565,000, which includes a twenty percent (20%) contingency to provide design of the Hacienda Pump Station and Restroom Project, and issue a purchase order to David Evans and Associates, Inc.
DISCUSSION:
The City of La Habra (City) and the La Habra Utility Authority (Authority) have recently consolidated multiple Cal Domestic Water Company service areas with the City's Foothill Area, adding approximately 400 residences to the La Habra municipal water system. Through the proposed improvements identified in the “City of La Habra Foothill Area Zone Consolidation Subarea Master Plan, December 2013,” the City’s Zones 3, 4, and 5 will be connected with the Cal Domestic service areas and served from opposite ends and by two pumping facilities, known as Hacienda and Plant 6 Booster Pump Stations. The western portion of the Foothill Area consisting of Hacienda, Carol, and Zone 3 systems will be served by the proposed Hacienda Booster Pump Station (HBPS), which will replace an existing pumping station with the same name.
The proposed HBPS will be located at Osornio Park and the design will include: pumps and motors, electrical equipment, and mechanical components that will be housed in a CMU block wall building, while a combination surge/hydropneumatic tank and an emergency power generator will be installed outside within a fenced area. The existing pump station will be removed and replaced with a new restroom facility for the park.
On November 2021, staff issued a Request for Proposals (RFP) to five qualified consultants to design the Hacienda Booster Pump Station and Restroom at Osornio Park. On January 12, 2022, staff received two proposals for the design of the Hacienda Pump Station; one proposal from David Evans and Associates, Inc., and a second proposal from Hazen and Sawyer. An Evaluation Committee consisting of staff from the Public Works and Community Development Departments evaluated the proposals and ranked them based on the following criteria:

- Qualifications of the Firm - Technical experience in performing work of a similar nature; experience working with public agencies; strength and stability of the firm; familiarity with regional and local traffic issues; and assessment by client references.
- Proposed Project Team and Organization - Qualifications of proposed Project Manager and key personnel; logic of project organization; adequacy of labor commitment and resources; capability to reallocate resources as needed to meet project schedules; and ability to commit proposed resources.
- Detailed Work Plan and Schedule - Thorough understanding of the City's requirements and project objectives; logic, clarity, specificity and overall quality of work plan; use of creative and innovative approach; appropriateness of labor distribution among the tasks; and ability to meet project deadlines.
- Fee Proposal - Reasonableness of pricing of tasks and competitiveness of this amount compared with other proposals.
The Evaluation Committee ranked the proposal from David Evans and Associates, Inc., with a score of 91 and ranked the proposal from Hazen and Sawyer with a score of 86.
David Evans and Associates, Inc. (DEA), was found to be the more qualified consultant, with a comprehensive proposal that included a detailed work plan, schedule, and a project team with extensive work experience with similar design projects. The Evaluation Committee also determined that DEA had the best knowledge, skills, and unique understanding of the Project’s goals and objectives, and their familiarity with the La Habra community as a result of their work on the design of the La Bonita Park Water Facility provided additional value.

FISCAL IMPACT/SOURCE OF FUNDING:
As part of the approved Fiscal Year 2021-2022 CIP Budget, the Foothill Zone Consolidation Project Fiscal Year, 2021-2022 was budgeted in the Water Enterprise Funds, with $100,000 allocated for consultant design expenses and $900,000 for construction services, for a total available budget amount of $1,000,000. There are sufficient budgeted funds to cover the estimated expenditures associated with design services through the end of this fiscal year; however, staff will submit an updated design/construction budget request as part of the Fiscal Year 2022-2023 budget process in order to allocate sufficient funding to fully fund design and construction costs for this project.
