| SUBJECT: | APPROVE AMENDMENT 02 TO THE GENERAL CHILD CARE (CCTR) PROGRAM CONTRACT WITH THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES FOR THE 2021-2022 SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute Contract Amendment 02 to CCTR-1164 with the California Department of Social Services for the 2021-2022 School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CCTR-1164 AMENDMENT 02, WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.
DISCUSSION:
Agreement CCTR-1164 between the City of La Habra and the California Department of Social Services allows the City to provide child care services to approximately 225 children from newborn to 12 years of age. The program provides full-day care services for approximately 40 infant/toddlers in independently contracted Licensed Family Child Care Homes, and before/after-school care for approximately 185 school-aged children in center-based programs operated by the City. The purpose of the school-age program is to provide quality child care services for parents who are working or attending school. The program promotes, supports, and enhances childhood development through quality early childhood educational classes.
The State of California, Department of Social Services has amended the City's Agreement CCTR-1164 and Amendment 01 (Budget Act Amendment/COLA/Family Fee Credit) by increasing the Maximum Reimbursable Amount (MRA) payable pursuant to the provisions of the agreement from $2,699.728 to $2,940,072, an increase of $240,344. Amendment 02 adjusts the maximum rate per child pursuant to the provisions of the agreement from the current rate of $51.55 per day to $61.26 per day. In addition, Amendment 02 lowers the minimum "child days of enrollment" required from 52,375 to 47,993. The required Minimum Days of Operation remains unchanged at 246 days.

FISCAL IMPACT/SOURCE OF FUNDING:
Pursuant to Amendment 02, the Maximum Reimbursable Amount of Contract CCTR-1164 will increase by $240,344 from the original contract amount of $2,699,728 to the new contract amount of $2,940,072. All Child Development Division funding is provided through State and Federal pass through funds administered by the California Department of Social Services. All Program administrative costs are reimbursed through the contract and the Program receives no General Fund support.
