| SUBJECT: | APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE LOWELL JOINT SCHOOL DISTRICT FOR THE PROVISION OF SUMMER ENRICHMENT RECREATION COURSES BY THE CITY OF LA HABRA FOR THE 2022 SUMMER EXTENDED LEARNING OPPORTUNITY PROGRAM

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an Agreement with the Lowell Joint School District for the provision of summer enrichment courses by the City of La Habra for the Lowell Joint School District's 2022 Early Learning Opportunity Program.
DISCUSSION:
The Lowell Joint School District (District) is planning to offer an Expanded Learning Opportunity Program (ELOP) during the summer of 2022 that will provide students with a full-day extended learning experience consisting of a mixture of academic and enrichment classes in the morning, a nutritious lunch, and an afternoon enrichment session. The District has requested the City provide the planning and programming for the afternoon session to include recreation classes and activities meant to facilitate the social, physical, and mental health development of students and complement the District's morning academic session.
The City's participation in ELOP will consist of assigning Recreation Leaders and contract instructors to lead appropriate grade-level curriculum in dance, music, martial arts, science, cooking, and other related topics/activities. The Program will be offered at Olita Elementary for students entering K - 3rd grade and Rancho Starbuck for students entering 4th - 8th grade.
The District has agreed to pay the City $56,700 for instructional classes for up to 300 total students in 10 classrooms at Olita Elementary and Rancho Starbuck Middle School during their Summer School Program from June 9, 2022 to July 8, 2022, and from July 25, 2022 to August 5, 2022.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by Council, the District will pay the City $56,700 to develop, staff and operate this enrichment program, which will be sufficient to fund costs including Recreation Leader hours, contract instructor payments, supplies, and administrative expenses. The agreement has no impact on the General Fund.
