| SUBJECT: | APPROVE THE CALIFORNIA GENERAL CHILD CARE AND DEVELOPMENT PROGRAM (CCTR) CONTRACT FOR 2022-2023 FISCAL SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute and submit Contract CCTR-2165 with the California Department of Social Services for the 2022-2023 Fiscal School Year; and,
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CCTR-2165, WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.
DISCUSSION:
The La Habra Child Development program began in 1974 with a mission to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment. The needs of the children are met with regard to their level of development, their individuality, and their cultural diversity. The program continues to expand in both grant awards and program options, which allows the City to provide expanded services to La Habra residents.
The goals of the Child Development Division is to:
- Offer quality, comprehensive education and development programs for children.
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school districts.
- Provide a healthy and nutritious dietary supplement for the children participating in the program.
- Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities.
- Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child.
- Provide a safe, warm environment where each child feels free to grow at his/her own developmental pace.
For the FY 2022-2023, the General Child Care Contract (CCTR-2165) will allow the program to provide services to approximately 200 children newborn to 3 years old and 5 years old to 12 years of age. The program plans to provide full-day care services for 45 infant/toddlers in a Family Child Care Home and before/after school care for 175 school-aged children in center-based programs.
The City of La Habra collaborates with Family Child Care Homes (FCCH) in La Habra to provide full day care services to infants and toddlers. The purpose of the FCCH is to provide quality childcare in a home setting to children aged six weeks to 3 years while their parents are working, in training, or meeting the need for services approved by the California Department of Social Services. Each child receives individual attention, encouragement, support, and guidance in an effort to provide the necessary experiences and opportunities for the development of his/her fullest potential. Operating hours are based on the need of each FCCH Provider's individual schedule.
The purpose of the school-age program is to provide quality daycare service to working parents or those attending a college/university. The program promotes, supports, and enhances a child's development. The program collaborates with the La Habra City School District as they provide transportation to and from the City's center-based sites. The sites open at approximately 6:15 a.m. and close approximately at 6:00 p.m., based on the needs of the parents. The program operates year-round with "full-day" service during winter, spring, and summer breaks. The school-age program is located at the Claire Brown site (305 South Euclid Street), the Child Development Center (401 South Euclid), and the Girl's Activity Building (500 Granada Dr).
For satisfactory performance of the contract, the City shall be reimbursed in accordance with the Determination of Reimbursable Amount Section of the Funding Terms and Conditions, including providing 246 Minimum Days of Operations to approximately 200 children aged newborn to 12 years old.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. This grant for School-age Child Development services is $3,155,432 for FY 2022-2023. All program administrative costs are reimbursed through the contract rate. These programs receive no General Fund support.
