APPROVE COOPERATIVE AGREEMENT WITH CITY OF FULLERTON FOR THE HARBOR BOULEVARD CORRIDOR PROJECT, REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM, PROJECT NO. 74-46029

RECOMMENDATION:


That the City Council approve a Cooperative Agreement with the City of Fullerton for the Harbor Boulevard Corridor Project, Regional Traffic Signal Synchronization Program, Project No. 74-46029.

DISCUSSION:

On December 3, 2018, the City Council adopted Resolution No. 5878 approving a grant submittal package for the Harbor Boulevard Corridor Project (Project) to the Orange County Transportation Authority (OCTA).  On June 10, 2019, OCTA awarded the City of La Habra and the City of Fullerton an amount of $2,718,995 from the Combined Transportation Funding Programs (CTFP) under Project P - Regional Traffic Signal Synchronization Program (RTSSP) to fund the Project.

As part of the Cooperative Agreement, the City of Fullerton will serve as the lead agency for the Project.  The Harbor Boulevard Corridor Project will synchronize approximately twenty-nine (29) traffic signals along Harbor Boulevard from Arbolita Drive in the City of La Habra to the SR-91 freeway interchange in the City of Fullerton. The approximate 6.4 mile project will improve six (6) traffic signals in La Habra, nineteen (19) traffic signals in Fullerton, and four (4) traffic signals controlled by the California Department of Transportation (Caltrans).

City staff worked collaboratively with the City of Fullerton to develop a Cooperative Agreement for the Project. The Cooperative Agreement identifies the project’s scope of work including engineering design services, construction, signal timing and implementation; in addition, it defines the specific terms, conditions and responsibilities between the City of Fullerton and the City of La Habra.

Staff recommends that the City Council approve and authorize the City Manager to execute the Cooperative Agreement for the Harbor Boulevard Corridor Project Regional Traffic Signal Synchronization Program, Project No. 74-46029.

FISCAL IMPACT/SOURCE OF FUNDING:

Funding for the Harbor Boulevard Corridor Project is included in the Fiscal Year 2022-23 Budget. The City of La Habra’s portion of the project's cost, including engineering, construction and signal timing, is approximately $723,350. The project is funded through a Regional Traffic Signal Synchronization Program grant in the amount of $578,680 and $144,670 from the City's Gas Tax allocation serving as the 20% local match, which includes up to $20,000 of in-kind services.  Sufficient funding for this project has been budgeted in the current fiscal year; therefore, no additional funds are requested at this time.
