CONTINUATION OF A REQUEST FOR DESIGN REVIEW 21-04 AND CONDITIONAL USE PERMIT 21-02 FOR THE EXPANSION AND CONTINUED OPERATION OF THE COSTCO AUTOMOBILE SERVICE STATION LOCATED AT 103 NORTH BEACH BOULEVARD

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA):

This project was reviewed pursuant to the guidelines of the California Environmental Quality Act (CEQA) and determined to be Categorically Exempt pursuant to Section 15303(c), Class 3: "New Construction or Conversion of Small Structures" of the CEQA Guidelines.

RECOMMENDATION:

That the Planning Commission Approve:
 
A MOTION OF THE PLANNING COMMISSION OF THE CITY OF LA HABRA, CALIFORNIA, APPROVING A CONTINUANCE OF DESIGN REVIEW 21-04 AND CONDITIONAL USE PERMIT 21-02 FOR THE EXPANSION AND CONTINUED OPERATION OF THE COSTCO AUTOMOBILE SERVICE STATION LOCATED AT 103 NORTH BEACH BOULEVARD, TO A DATE UNCERTAIN

DISCUSSION:

The Applicant, Costco Wholesale is requesting to expand the existing automobile service station ("gas station"), located as an accessory use to a Costco Warehouse, at the northwest corner of La Habra Boulevard and Beach Boulevard. The subject 14.49 acre property is developed with a 149,787 square foot Costco Warehouse and a gas station. The General Plan designates the property for Community Shopping Center 2 land use, and it is located within the La Habra Boulevard Specific Plan (SP-1) Zone, with a Community Shopping Center 2 designation. The existing gas station is located at the southeast corner of the property.

The project was originally scheduled for the Planning Commission meeting on April 24, 2023. However, the applicant submitted a continuation request on April 19, 2022, requesting that the project be continued to a date uncertain in order to allow the Applicant additional time to further refine the project plans and also consult with staff regarding potential conditions of approval.

FISCAL IMPACT/SOURCE OF FUNDING:

The Applicant has paid for the processing costs associated with the Design Review, Conditional Use Permit and Continuance fees, which total $13,296.00.
