| SUBJECT: | APPROVE AGREEMENT WITH GREAT WESTERN INSTALLATIONS, INC. FOR PLAYGROUND SURFACE REPAIRS AT THE CHILD DEVELOPMENT CENTER (CDC) AND THE CLAIR BROWN CENTER (CBC)

RECOMMENDATION:
That the City Council:
A. Approve the plans and specifications for the Child Development Playground Renovations for Playground Surface Repairs for the Child Development Center (CDC) located at 401 South Euclid Street and the Clair Brown Center (CBC) Located at 305 South Euclid Street;
B. Authorize the City Manager to execute an agreement with Great Western Installations, Inc. in the amount of $87,750 and reject all other bids;
C. Approve an appropriation of $18,698.16 from the California State Preschool Contract Fund and $69,051.84 from the General Child Care Contract Fund to complete the necessary funding for this project; and,
D. Authorize the City Manager to execute an agreement with Great Western Installations, Inc. in the amount of $87,750 and authorize staff to issue a purchase order to Great Western Installations, Inc, in the amount of $87,750.
DISCUSSION:
The proposed Playground Resurface Repair consists of the removal of the current poured in place surface and replacing it with new surface material at two City owned Child Care facilities. The cost of this project includes removing all playground surface material and replacing each with new updated material while staying within the same footprint. The current playground surface is worn and damaged. This project, if approved, will allow for updated safety measures as required by Community Care Licensing, increased education play, and provide a better overall look and feel to the playground.

Staff reviewed the proposals from all three bidders and found Great Western Installations Inc., total bid to be the lowest responsive bid. Their site bid in the amount of $35,958 for the CDC location and $51,792 for the CBC location resulted in a combined total bid of $87,750.
FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. Cost for the Child Development Center playground surface repairs, if approved, are fully funded by the California Department of Social Services (CDSS) and California Department of Education (CSPP). All program costs for this project are reimbursed through the contracts and these programs do not receive General Fund support. The projects listed above are pending full authorization and approval by CDSS and CSSP contracts for full implementation and completion of repairs to be completed no later than June 30, 2023.
