APPROVE NOTICE OF COMPLETION FOR ANNUAL RESIDENTIAL STREET REHABILITATION, FISCAL YEAR 2019-2020 AND FISCAL YEAR 2021-2022, CITY PROJECT NO. 1-R-20

RECOMMENDATION:


That the City Council approve Notice of Completion for the Annual Residential Street Rehabilitation, Fiscal Year 2019-2020 and Fiscal Year 2021-2022, City Project 1-R-20, and authorize staff to submit the notice for recordation. 

DISCUSSION:

On November 21, 2022, the City Council awarded a construction contract to American Asphalt South, Inc. of Riverside, California in the amount of $718,113, which included a twenty percent (20%) contingency, for the Annual Residential Street Rehabilitation Fiscal Year 2019-2020 and 2021-2022, City Project Number 1-R-20.

The project included mobilization, preparation and implementation of storm water "best management practices," traffic control, roadway slurry seal, pavement reconstruction, striping and markings, and all associated work as identified on the construction drawings. The project included approximately 1,142,000 square feet of roadway slurry seal throughout various residential neighborhoods. 

Staff conducted a final inspection and found that the work was completed in accordance with the project plans, specifications, and City of La Habra standards. Upon acceptance of the project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Recorder's Office. As a reference, before and after pictures of the project are included as Attachment 2.

FISCAL IMPACT/SOURCE OF FUNDING:

The final cost of construction for the Project was $568,620.30 which is $29,807.20, or 5%, less than the awarded bid amount as the project did not require the need to use all the asphalt tonnage originally estimated for the project; therefore, staff was able to successfully complete the project under budget. There was also no need to use the contingency amount of $119,685.50, or 20%, of the awarded bid amount of $598,427.50. The unutilized funding budgeted for this project, in the amount of $149,492.70, will remain in the City's capital improvement budget and will be available for future Council appropriation for other residential rehabilitation projects. Sufficient funds are available to cover the final cost of this project and for the release of the contract retention.
