| SUBJECT: | APPROVE A LEASE AGREEMENT WITH FRIENDS OF THE CHILDREN'S MUSEUM AT LA HABRA, INC.

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute a two-year lease agreement with Friends of the Children's Museum at La Habra, Inc. (with an additional one-year optional extension) for the use of office space at the City-owned property at 301 South Euclid Street.
DISCUSSION:
Established in 1988, the Friends of the Children's Museum at La Habra, Inc. ("Friends") non-profit organization has provided significant fundraising efforts on behalf of the Children's Museum at La Habra. Through signature events such as Betting Big for Kids (Casino Night), Gourmet Guys and Gals, and the Chipping in for Kids Golf Tournament, the Friends raise an estimated $200,000 annually for the benefit of the Children's Museum. These funds help staff create and rotate new exhibits and help maintain the facility to a standard that guests expect from the museum.
If approved by City Council, the proposed lease will allow the Friends of the Children's Museum at La Habra staff to continue using office space at the Children's Museum located at 301 South Euclid Street for fundraising efforts and to help support Children's Museum operations. City staff responsible for operating the museum will continue to share adjoining office space in the building, and the proximity of staff from both organizations will allow close collaboration in support of museum fundraising efforts and operations. The proposed lease agreement will require the City to continue being responsible for all maintenance, repairs, and renovations of the facility and its adjacent areas, exhibits, and structures; and, the Friends will be responsible for general upkeep of work areas, as well as for the responsible shared use of any City-owned equipment, such as copiers, printers, computers, and telephones.
The proposed two-year lease agreement, if approved by the City Council, will become effective on December 4, 2023, and will end on December 3, 2025. The Friends have the option to extend the lease for one additional year upon providing written notice to the City at least 30 days prior to the expiration of the initial term. The total annual lease payment to the City will be $1, due each December 4th for the duration of the agreement.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved, the lease will be $1 per year for the City-owned office space located at the Children's Museum at La Habra (301 South Euclid Street). The terms and conditions of this lease are consistent with prior City Council direction regarding the leasing of City-owned properties to local non-profit agencies that are supporting community programs, services and needs.

The lease agreement with the Friends of the Children's Museum at La Habra is consistent with the following areas of the General Plan:

It is also consistent with the following FY 23/24 City Council Goals and Objectives:
