APPROVE A WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) PAYMENT IN THE AMOUNT OF $95,967.50 TO THE HEALTHSTAFF TRAINING INSTITUTE, AS A COMPONENT OF THE READY S.E.T. OC (EMPLOYMENT & TRAINING) GRANT FUNDED PROGRAM

RECOMMENDATION:


That the City Council approve a Workforce Innovation Opportunity Act (WIOA) payment in the amount of $95,967.50 to the HealthStaff Training Institute, as part of the READY S.E.T. OC (Employment & Training) Grant funded program.

DISCUSSION:

The Community Services Department's Employment and Training Division operates a grant funded, countywide READY S.E.T. OC Program. This program is funded by the Workforce Innovation Opportunity Act (WIOA) administered through the County of Orange. The year-round program offers eligible at-risk young adults, 14 to 24 years old, the opportunity to develop career interests, to receive academic support, and to gain valuable work experience in order to achieve their career and educational goals and to become self-sufficient adults.

The WIOA Program requires that training services be provided to eligible individuals enrolled in the program. In Orange County, an eligible training program is based on the State of California Eligible Training Provider List that includes approved training using Individual Training Accounts (ITA). The intent of the program is to maximize informed customer choice in the selection of qualified training providers. Once an eligible training selection is made, the Contractor is expected to arrange for payment of services through the program adhering to all County provided instructions.

As part of the Ready S.E.T. OC program, 12 participants in the program have enrolled in the ITA certification program at the HealthStaff Training Institute.  Participants are enrolled in the following four programs:
  • Clinical Medical Administrative Assistants (8 participants X $8,415) = $67,320
  • Clinical Medical Assistants (2 participants X $7,412.50) = $14,825
  • Pharmacy Technician (1 participant X $7,412.50) = $7,412.50
  • Computerized Office & Accounting (1 participant X $6,410) = $6,410
In support of this enrollment, staff is requesting that the City Council approve a grant program allocation of $95,967.50 to cover the tuition and other expenses incurred for the participating students.

FISCAL IMPACT/SOURCE OF FUNDING:

There are 12 participants enrolled in the ITA certification program at the HealthStaff Training Institute. The $95,967.50 allocation being requested from the WIOA program is funded through a grant reimbursement from the County of Orange. No General Fund monies are used to support this program.
 

GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:

The WIOA payment is consistent with the following areas of the La Habra General Plan:
CI 5.2 Family Programs
ED 3.2 Teen Job Skills Training
ED 3.3 Teen Job Skills Training

It is also consistent with the following FY 23/24 City Council Goals & Objectives:
Goal 6: Community Outreach and Civic Engagement, Objective E: Build and maintain partnerships and collaborations with other local government agencies, the business community, local non-profit organizations, and the faith-based community
