RECOMMENDATION:
That the City Council approve a Notice of Completion for the Montwood Park Lighting Project FY22-23, City Project No. 3-P-22, and authorize staff to submit the notice for recordation.
DISCUSSION:
On December 19, 2022, the City Council rejected one sole bid received for the Monwood Park Lighting Project FY22-23 (Project) after staff determined the bid was not competitive as the bid amount was fifty percent higher than that of the Engineer's estimate. While the bid proposal met the project requirements, the submitted bid was well above what staff considered to be reasonable. Following the bid rejection, the City Council authorized staff to explore other potential methods to complete the project, resulting in staff directly purchasing the lighting equipment and materials to reduce cost. On June 5, 2023, the City Council awarded a contract to California Custom Electric to install above and underground conduit, pull boxes, lighting poles, electrical conductors, foundation, and all associated work as identified in the Plans and Specifications.
Staff conducted a final inspection and found that the work was completed in accordance with the project plans, specifications, and City of La Habra standards. Upon acceptance of the project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation at the Orange County Clerk-Recorder's Office.

FISCAL IMPACT/SOURCE OF FUNDING:
The original sole bid for this project was $158,344.12. After rejecting this bid due to the excessive cost, staff purchased the light poles and fixtures separately for $21,406.44 and then hired a contractor to install the lights and provide overall construction of the Project, at a cost of $55,584.60, for a total project cost of $76,991.04. This represents a savings of $81,353.08 compared to the original proposed bid of $158,344.12.
The installation contractor, California Custom Electric, had an approved purchase order in the amount of $65,000, which included a 20 percent contingency. The final cost of construction and installation totaled $55,584.60, which is $9,415.40 less than the approved purchase order. Therefore, there are sufficient funds available to cover the construction and installation portion of this Project.
