| SUBJECT: | APPROVE A RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF LA HABRA IS ELIGIBLE

RECOMMENDATION:
That the City Council APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF LA HABRA IS ELIGIBLE.
DISCUSSION:
The City routinely applies for various grant and payment programs provided by the California Department of Resources Recycling and Recovery (CalRecycle) in furtherance of the State of California’s efforts to reduce, recycle and reuse solid waste. As part of the application process for these programs, CalRecycle requires a resolution of the governing body authorizing the submittal of grant and program application(s). The attached resolution (Attachment 1) authorizes the City Manager, Public Works Director, or his/her designees to submit applications to CalRecycle for various grant and payment programs that may become available for a period of five (5) years.
The types of CalRecycle grants that the City has previously applied for include, but not limited to, the City County Payment Program (annual recycling grants), the Legacy Disposal Site Grant (Vista Grande), the annual Tire Recycling Grants, and the annual SB 1383 Local Assistance Grants. On March 4, 2019, the City Council approved Resolution No. 5885 (Attachment 2) authorizing the City Manager, Public Works Director, or his/her designees to submit grant documents such as applications, agreements, and requests for payment to CalRecycle for the previous five (5) year period, which is now set to expire unless a new resolution is approved. In order to continue having the ability to purse grant and program funding that becomes available in the future, staff recommends that the City Council approve a new resolution which will allow staff to apply for CalRecycle grants for the next five (5) years.

FISCAL IMPACT/SOURCE OF FUNDING:
The following table shows the amount of grant funding recently secured by the City from CalRecycle grant programs. These grant awards have been able to fund programs that may not have otherwise been undertaken by the City, or would have required the use of other Refuse Fund, General Fund or other funding resources to complete.
