| SUBJECT: | APPROVE A REQUEST FOR THE INSTALLATION OF A 30-MINUTE PARKING ZONE ON CALIFORNIA STREET SOUTH OF 248 WEST LA HABRA BOULEVARD

RECOMMENDATION:
That the City Council APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ESTABLISHING A THIRTY MINUTE PARKING ZONE AT CERTAIN TIMES ON CALIFORNIA STREET SOUTH OF LA HABRA BOULEVARD.
DISCUSSION:
On January 4, 2024, staff received a request from Mr. Jose Perez, owner of the Mercadito Gonzalez Deli - Mexican Restaurant located at 248 West La Habra Boulevard, for the City to consider restricting off-street parking during business hours along the east side of California Street, immediately south of La Habra Boulevard. Mr. Perez expressed concerns that large vehicles and adjacent residents are routinely parking along La Habra Boulevard and California Street for extended periods of time, reducing the number of parking spaces for his business patrons.
Despite La Habra Boulevard already having restricted on-street parking during business hours, parking remains an issue in that area. While Mr. Perez does have four on-site parking spaces at the rear of his business, parking is still very limited due to the fact that the business has one Americans with Disabilities Act (ADA) parking space, leaving only three non-restricted parking spaces available for customers. Mr. Perez claims that customers are unable to visit his establishment due to the lack of parking at or near his business. Mr. Perez indicated that he spoke with some of his adjacent neighbors about parking in front of his business during business hours, but was reportedly met with hostility. He indicated that soon after he expressed his concerns about parking with his neighbors, he experienced vandalism at his business in the form of graffiti. In the past, Mr. Perez contacted the La Habra Police Department to tow vehicles that were in violation of the current on-street parking restrictions in that area during business hours.
Due to his continued concerns regarding parking near his business, Mr. Perez contacted the City and requested that staff consider establishing a new 30-minute parking zone on the east side of California Street just south of La Habra Boulevard. It should be noted that there are similar 30-minute parking zones at a number of locations throughout the City.
Staff reviewed Mr. Perez's request and noted the following:

- It is the City's practice to establish restricted parking zones at or near public or quasi-public buildings where a need for parking for short durations has been demonstrated.
- Field observations at the location confirmed that there is frequent off-street parking along this segment of California Street and that there is some parking availability further down California Street and also along La Habra Boulevard, but not necessarily immediately adjacent to this business. These observations were made throughout the day and were noted during the lunchtime and evening peak hours.
On February 26, 2024, the City's Traffic Committee considered this matter and determined that installing limited time for parking on California Street may be beneficial for the public at this location and recommended the establishment of a 30-minute parking zone at this location. If approved, the 30-minute parking zone would extend for a distance of approximately 74 feet along the side of the property, the curb will be painted green along this segment and would be in effective from 8:00 a.m. to 6:00 p.m., Monday through Friday.
Staff recommends that the City Council consider adopting a resolution to establish a restricted parking zone on California Street.
Notices regarding the proposed parking zone changes were mailed on March 5, 2024, to Mr. Perez and adjacent property owners at 300 West La Habra Boulevard, 248 West La Habra Boulevard, 107 California Street, 140 California Street, 146 California Street, 150 California Street, 156 California Street, 113 California Street, 100 California Street, 301 West 1st Avenue, and 219 West 1st Avenue. Staff had not received any responses to the notice at the time this report was prepared.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by City Council, the estimated cost to install signage and curb painting is $500. Sufficient funding is available in the Public Works Street Maintenance Division's budget to complete this work, therefore no additional funding is requested at this time.
