| SUBJECT: | APPROVE AGREEMENT WITH GREAT WESTERN INSTALLATIONS, INC. FOR PLAYGROUND RENOVATIONS AT THE CITY'S CHILD DEVELOPMENT CENTER (CDC) AND THE CLAIRE BROWN CENTER (CBC)

RECOMMENDATION:
The City Council:
A. Approve plans and specifications for the Child Development Playground Renovations project at the City owned and operated Child Development Center (CDC) located at 401 South Euclid Street and the Claire Brown Center (CBC) located at 305 South Euclid Street;
B. Authorize the City Manager to execute an agreement with Great Western Installations, Inc. for this project in the amount of $382,187.31 and reject all other bids;
C. Approve an appropriation of $79,792.14 from the California State Preschool Contract Grant Fund and $321,504.54 from the General Child Care Contract Grant Fund to complete the necessary funding for this project; and,
D. Authorize staff to issue a purchase order to Great Western Installations, Inc., in the amount of $401,296.68, which includes a 5% contingency.
DISCUSSION:
The proposed Playground Renovation project consists of the renovation and replacement of the current play structures at two City-owned and operated Child Care facilities. The cost of this project includes removing the existing playground equipment, climbing structures and all playground surface materials and installing new updated equipment and materials at both locations, while staying within the same playground area footprint. The current playground equipment and surface material is worn and damaged. This project, if approved, will allow for updated play equipment and safety measures, as required by Community Care Licensing, and will provide for increased educational play and provide a better overall look and feel to the playground.

Staff reviewed the proposals from all three bidders and found Great Western Installations Inc.'s (Great Western) total bid to be the lowest responsive bid. Their base bid in the amount of $185,347.59 for the CDC location and $196,839.72 for the CBC location resulted in a total combined bid of $382,187.31 for both sites. Staff submitted the proposed project, along with the three bid proposals, to the State of California and California Department of Social Services for review and approval, as required by the grant. The City received approval for these bids and the project on March 7, 2024 (see attachments). Based on the bid pricing and approval from the State to fully fund the cost of the project, staff recommends that the City Council approve the renovation of the playground equipment and surface materials at the two City-owned Child Care facilities located at 401 S. Euclid and 305 S. Euclid Street. Due to grant requirements, the funds must be expended and the project must be completed by June 30, 2024.
FISCAL IMPACT/SOURCE OF FUNDING:
The total project cost is $401,296,68, which includes a 5% contingency. All Child Development Division funding is provided through State and Federal grants. If approved by City Council, the cost for the Child Development Center and Claire Brown Center playground installation is fully funded by the California Department of Social Services (CDSS) and California Department of Education (CSPP). All program costs for this project are reimbursed through the contracts and these programs do not receive General Fund support. The playground renovation project was submitted to and received authorization from the California Department of Social Services for full implementation and completion to be completed no later than June 30, 2024.
