RECOMMENDATION:
That the City Council:
A. Adopt a list of Capital Projects for Fiscal Year 2024-2025 to be funded by SB 1: The Road Repair and Accountability Act of 2017; and,
B. APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2024-2025 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
DISCUSSION:
Senate Bill 1 (SB1), the state Road Repair and Accountability Act of 2017, was signed into law to create a new source of funding for state, regional, and local governments to address basic road maintenance, rehabilitation, and critical safety needs on both state highways and local streets. SB1 funding enhances resources for road projects by increasing state fuel excise taxes, state diesel fuel sales taxes, and vehicle registration fees, as well as providing for inflationary adjustments.
SB1 funds are deposited into the state's Road Maintenance and Rehabilitation Account (RMRA) and then apportioned to eligible cities and counties based on existing funding allocation models and state revenue estimates. Based on these calculations, the City of La Habra is scheduled to receive approximately $1,626,000 from SB 1 funds during Fiscal Year 2024-2025. In order to be eligible to receive a distribution of SB 1 funds for Fiscal Year 2024-2025, all cities must adopt, by resolution, a list of projects proposed to use these funds and submit the list of projects to the California Transportation Commission by July 1, 2024.
Due to the availability of projected SB 1 funds, along with additional dedicated road improvement funds from state Gas Tax and Orange County Measure M2 tax revenues, staff proposes the following ongoing capital improvement projects for Fiscal Year 2023-2024:

FISCAL IMPACT/SOURCE OF FUNDING:
The state has estimated the City of La Habra's SB 1 funding allocation for Fiscal Year 2024-2025 to be approximately $1,626,000 (based on the latest Local Streets and Roads report dated May 2024); however, this preliminary estimate may change upon the final award of funds. If approved, the proposed projects and streets identified in this staff report will be eligible to utilize SB1 funding allocated to the City of La Habra.
