APPROVE ISSUANCE OF A PURCHASE ORDER TO GREENFIELDS OUTDOOR FITNESS, ANAHEIM, CALIFORNIA, IN THE AMOUNT OF $40,463.03 FOR FITNESS EQUIPMENT FOR THE LA HABRA HILLCREST HEALTH AND WELLNESS CENTER

RECOMMENDATION:


That the City Council:
A.  Utilize the cooperative purchase provision of a competitively bid contract awarded by Sourcewell, contract #010721-GRN, for the purchase of outdoor fitness equipment for the La Habra Hillcrest Health and Wellness Site, per La Habra Municipal Code Section 4.20.070 (C); and,
 
B.  Authorize the City Manager to issue a purchase order in the amount of $40,463.03, using funding from a Providence St. Jude Grant, to Greenfields Outdoor Fitness, Anaheim, California, for the purchase of new Greenfields Outdoor Fitness Equipment.

DISCUSSION:

In July 2015 the City removed obsolete outdoor exercise equipment from the Hillcrest Health and Wellness Center (formerly The Gary Center) as the equipment was in a degraded condition and no longer compliant with exercise equipment safety standards. Since that time, the City secured grant funding in the amount of $55,135 from Providence St. Jude Medical Center (Providence) to purchase new outdoor exercise equipment for the Hillcrest Health and Wellness Center. The City's grant agreement with Providence was approved by the City Council on June 19, 2023. 

Each year, as part of its Community Benefit Program, Providence invests volunteer time and resources into local communities to increase access to health care for vulnerable populations and to provide residents with the support they need to make their neighborhoods healthier and safer. This year, the proposed grant funds will be used to help combat obesity by providing La Habra residents with additional opportunities to support healthy lifestyle choices through increased free access to equipment supporting physical activity, as well as programs supporting and promoting healthier food choices. The new equipment is ADA compliant and is recommended for those aged 14 years and older (see attachments 4 & 5 for equipment details and photos of installation site).

To purchase the equipment, City staff utilized Sourcewell, a State of Minnesota local government agency cooperative that offers cooperative procurement solutions to government entities across the country. Sourcewell issued a public solicitation for outdoor fitness equipment from which a vendor, Greenfields Outdoor Fitness, Inc., was awarded a contract. Greenfields Outdoor Fitness Inc. is located in the City of Anaheim, CA. Furthermore, staff reviewed the Sourcewell Contract #010721 and found the pricing for Greenfields Outdoor Fitness equipment to be competitive and the equipment met City standards. If approved by Council, expected delivery of the outdoor fitness equipment is approximately one-month from the date of purchase. 

FISCAL IMPACT/SOURCE OF FUNDING:

The City Council approved a grant agreement in 2023 with Providence St. Jude Medical Center for the purchase of outdoor fitness equipment for which there is a current remaining balance of $54,837.71. The $40,463.03 quote provided by Greenfields Outdoor Fitness, Inc. is within the budgeted amount of the grant. If this purchase is approved by Council, the 2023 Providence St. Jude grant funds (#13512) account will have a remaining balance of $14,374.68 available which will be used to pay for the installation of the equipment.

A purchase order for installation of the outdoor fitness equipment was previously issued to Ortco, Inc. on April 25, 2024 in the amount of $25,275, subject to the approval of the purchase of the equipment. If the purchase is approved, the cost for installation will be funded from the remaining $14,374.68 balance from the 2023 Providence St. Jude grant, and $10,900.32 from remaining unused funding from the prior 2021 Providence St. Jude grant (#13509). There is no impact to the General Fund as a result of the purchase and installation of this equipment.

The purchase of the outdoor fitness equipment is consistent with the following areas of the General Plan:

It is also consistent with the following FY 2023-24 City Council Goals and Objectives:
Goal 2 (Management of Public Revenues and Fiscal Assets), Objective G - Pursue grant funding where and when possible to supplement and/or replace direct City funding
Goal 3 (Maintenance and Improvement of City Infrastructure), Objective B - Maintain and upgrade City buildings, facilities, and parks
Goal 6 (Community Outreach and Civic Engagement), Objective E - Build and maintain partnerships and collaborations with other local government agencies, the business community, local non-profit organizations, and the faith-based community
