| SUBJECT: | APPROVE AWARD OF CONTRACT TO GENTRY BROTHERS, INC., FOR CONSTRUCTION OF THE MONTE VISTA STREET REHABILITATION PROJECT, FISCAL YEAR 2022-2023, CITY PROJECT NO. 2-R-22

RECOMMENDATION:
That the City Council:
A. Approve the Project Plans and Specifications for the Monte Vista Street Rehabilitation Project, Fiscal Year 2022-2023, City Project No. 2-R-22;
B. Award a construction contract to Gentry Brothers, Inc., of Irwindale, California, in the amount of $858,940 for the Monte Vista Street Rehabilitation Project, Fiscal Year 2022-2023, City Project No. 2-R-22, and reject all other bids; and,
C. Authorize the City Manager to execute an Agreement with Gentry Brothers, Inc., and authorize staff to issue a purchase order to Gentry Brothers, Inc., in the amount of $1,030,728, which includes a 20 percent contingency.
DISCUSSION:
The proposed construction of the Monte Vista Street Rehabilitation Project, Fiscal Year 2022-2023, City Project No. 2-R-22 ("Project") includes pavement cold milling, asphalt concrete (AC) dig out repairs, new pavement resurfacing, and full depth reconstruction; in addition, the preparation and implementation of storm water "best management practices", re-construction of existing concrete alley and driveway approaches, sidewalks, cross gutters & spandrels, local depression repairs, curb ramps, retaining curbs, curbs and gutters, and other incidental work as identified on the Project's plans and specifications. These improvements will be completed on Monte Vista between Lambert Road and La Habra Boulevard.

Staff reviewed the submitted bids and found the bid from Gentry Brothers, Inc. ("Gentry Brothers") to be the lowest responsive bid. Staff reviewed work references provided by Gentry Brothers and found them to be satisfactory. Gentry Brothers has completed similar projects for the cities of Montclair, Chino Hills, and Arcadia. Staff found no record of excessive change order requests by Gentry Brothers and they currently maintain a valid Contractor's License; therefore, staff is recommending that the City Council award a construction contract to Gentry Brothers and authorize staff to issue a purchase order in the amount of $1,030,728, which includes a 20 percent contingency.
FISCAL IMPACT/SOURCE OF FUNDING:
This project has an approved budget of $1,183,344 ($125,000 from M2 Fair Share and $1,058,344 from SB1). There are sufficient budgeted funds available to cover the construction costs and contingency, inspection services, and material testing expenses associated with this project; therefore, no additional appropriation is requested at this time.
