APPROVE THE NORTH ORANGE COUNTY PUBLIC SAFETY COLLABORATIVE OPERATIONAL AGREEMENT

RECOMMENDATION:


That the City Council approve and authorize the City Manager to execute the North Orange County Public Safety Collaborative Operational agreement and all other necessary operational and funding documents to continue the City's participation in the North Orange County Public Safety Collaborative.

DISCUSSION:

The City of La Habra has participated in the North Orange County Public Safety Task Force (now called the North Orange County Public Safety Collaborative) for the past five years. The North Orange County Public Safety Collaborative (Collaborative) is a coalition of cities, police agencies, nonprofits and agencies dedicated to greatly reducing the need for law enforcement interventions in homelessness, youth violence and post-incarceration re-entry through regionally coordinated, creative social intervention programs, partnerships and initiatives.

The Collaborative was created to address the following core issues: 
  • Youth violence prevention and intervention;
  • Promote and enhance the successful reentry of offenders into the community; and,
  • Address homeless outreach and intervention efforts.
The Collaborative was initially comprised of six cities, and has since been expanded to the following 12 cities: Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Placentia, Stanton, and Yorba Linda.

The original funding for this effort ended in Fiscal Year 2020; however, the Collaborative was granted one additional year of funding from the State of California. The Collaborative was awarded $7.8 million in Fiscal Year 2021-2022, with 40 percent awarded directly to the law enforcement agencies in each city. The City of La Habra's Police Department received an allocation of $118,181 for local homelessness outreach efforts during this period.

Subsequently, the Collaborative was awarded a total of $8,000,000 from the State Budget Act of 2022 under the Board of State and Community Corrections Planning and Grant Program for regional collaborative efforts for a performance period from September 1, 2023, through June 30, 2026.  The funding is designated to support violence prevention, intervention, and suppression activities for youth violence in K-12 schools, promote and enhance successful reentry of offenders, and address homeless outreach, with allocation earmarks as follows:
  1. $3,200,000 for law enforcement agencies within the Collaborative
  2. $4,320,000 for Community Based Organizations (CBO) operating in the Collaborative cities
  3. $480,000 for administrative costs
 

If the Operational Agreement is approved by the City Council, the La Habra Police Department will receive a funding allocation of $239,000 for Fiscal Year 2024-25 for homeless outreach and violence prevention.

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by City Council, participation in the Collaborative will allow the City to receive up to $239,000 in grant funding to support homeless outreach and support programs in the City of La Habra, which will reduce the fiscal impact of these programs on the City's General Fund or other eligible funding sources.

GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:

The Operational Agreement through the Collaborative is consistent with the following areas of the General Plan:
P.S. 1.10 CRIME PREVENTION.

It is also consistent with the following City Council FY 2023/24 Goals and Objectives:
Goal 1: Protection of Public Safety, Objective B: Continue community-oriented policing as a method to improve dialogue with our community
Goal 2: Management of Public Revenues and Fiscal Assets, Objective G: Pursue grant funding where and when possible to supplement and/or replace direct city funding
